The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, May 5, 1980, at four o'clock P.M.
There were present:
Mayor Dan S. Geis, Chairman presiding
Commissioner Roy W. Allen
Commissioner Keith G. Duckers
comprising a quorum of the Board, also present:

W. E. Harris, Assistant City Manager

CITIZEN FORUM
Barbara Mesloh, President of the Gleniffer Hill PTA, and Jim Hughes, Principa
of Gleniffer Hill School, asked the City Commission to review the Iron Avenue
school crossing.
Ward Mesloh, showed the Commission a map of the area and asked that the
Commission review the school crossing presently at Wisconsin and Iron and see if
it could be moved to another location with flashing lights or a signalized
crossing.
80-120 Moved by Commissioner Duckers, seconded by Commissioner Allen that staff be
instructed to study the school crossing on East Iron and that they consult with
the Gleniffer Hill School committee, and make a recommendation to the Commission.

Faith Hronek, 131 South Penn, is concerned that Don Jolly of the Recreation
Commission, is allowing only senior citizens the use of Friendship Center. She
is also concerned about the proposed golf course fee structure.
AWARDS - PROCLAMATIONS
(4.1) Presentation of plaques of appreciation to past board members.
The Mayor presented a plaque of appreciation to Kitty Beverly, past
member of the Library Board.
(4.2) The Mayor proclaimed the Month of May, 1980 - "A B W A SCHOLARSHIP
MONTH". There was no one present to read the proclamation.
(4.3) The Mayor proclaimed the Week of May 11 through 18, 1980 - "NURSING
HOME WEEK". The proclamation was read by Anita Payne, Activities Director of
Windsor Estates, for Kenwood View Nursing Home, Presbyterian Manor, Shalimar
Plaza Nursing Home, and Windsor Villas and Windsor Estates.
(4.4) The Mayor proclaimed the Week of May 4 through 10, 1980 - "BE KIND TO
ANIMALS WEEK". The proclamation was read by Nancy Schroeder, Vice president of
the Saline County Humane Association.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT
(6.1) Approve the Minutes of the Regular Meeting April 28, 1980.

(6.2) Resolution Number 80-3486, authorizing the preparation and filing with
the Kansas Land and Water Conservation Fund Program a grant application for the
dredging of Lakewood Lake and the construction of additional recreational
facilities at Lakewood Park, and designating the City Manager as the authorized
representative of the City of Salina to act in connection with the application.
(6.3) Petition Number 3783, filed by Duane Pollard for permission to establish
recessed parking along the north side of Ellsworth east of Santa Fe at 107 and
109 East Ellsworth.
(6.4) Petition Number 3784, filed by Bruce Roberts, for curbing, guttering,
paving, grading, storm sewer pipe and inlets on Westbend Avenue from Westchester
Drive to Edison Place, Edison Place from Westbend Avenue to Ohio Street and
certain revisions to the Ohio Street and Edison Place intersection.
80-121 Moved by Commissioner Allen, seconded by Commissioner Duckers that item
6.2 be removed from the consent agenda and considered separately. Aye: (3).

80-122 Moved by Commissioner Duckers, seconded by Commissioner Allen that all
other items on the consent agenda be approved. Aye: (3). Nay: (0). Motion
adopted.
80-123 Moved by Commission Allen, seconded by Commissioner Duckers that action
on Resolution Number 80-3486 be postponed until May 12, 1980 so staff can research
the cost to the city in additional taxes and to see if park improvements has a
higher priority in the Capital Improvement Program than other projects. Aye:

ADMINISTRATION
(8.1) First Reading Ordinance Number 80-8791, amending Section 11 of Ordinance
Number 80-8774, authorizing the City of Salina to issue Industrial Revenue Bonds
for Windsor Nursing Home Associates, Inc.
80-124 Moved by Commissioner Allen, seconded by Commissioner Duckers that
Ordinance Number 80-8791, amending Section 11 of Ordinance Number 80-8774, passed
March 24, 1980, authorizing the City of Salina, Kansas, to acquire real property
and construct, purchase and install buildings and improvements and furnishings
and equipment to be leased to Windsor Nursing Home Associates, Inc., a Kansas
corporation; authorizing and directing the issuance of $1,450,000 principal
amount of nursing home revenue bonds, Series 1980, of said City; and repealing
said Section 11 of said Ordinance Number 80-8774 as originally enacted, be
introduced for first reading. Aye: (3). Nay: (0). Motion adopted.
(8.2) First Reading Charter Ordinance Number 18, relating to the imposition
and collection of Municipal Court cost and related fees.

Charter Ordinance Number 18, relating to the imposition and collection of Municipal
Court cost and related fees, be introduced for first reading. Aye: (3). Nay:
(0). Motion adopted.
