04-21-1980 Minutes Organizationalr "! Commission Action # CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS APRIL 21, 1980 4:00 P.M. The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, April 21, 1980, at four o'clock P.M. There were present: Mayor Karen M. Graves, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Marlene Moore, YWCA, thanked Karen Graves for her efforts as Mayor during the last year. AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of April 27 through May 4, 1980 - "KANSAS MEDICAL ASSISTANTS SOCIETY WEEK". The proclamation was read by Marge Hansen, President of the Saline County Medical Assistants Society. (4.2) The Mayor proclaimed the Week of April 20 through 26, 1980 - "NATIONAL Y W C A WEEK". The proclamation was read by Barbara Knight, President of the Y W C A Board of Directors. (4.3) The Mayor proclaimed the Week of April 20 through 26, 1980 - "NATIONAL VICTIMS' RIGHTS WEEK". The proclamation was read by Cindy Entriken, Director of the Domestic Violence Center. (4.4) The Mayor proclaimed the Week of April 20 through 26, 1980 - "NATIONAL VOLUNTEER WEEK". The proclamation was read by Victoria Zaye, Volunteer Coordina of S.R.S. (4.5) The Mayor proclaimed the Week of April 21 through 26, 1980 - "HANDICAPPE AWARENESS WEEK". The proclamation was read by Richard Gutierrez, spokesman for concerned citizens for the handicapped. PUBLIC HEARINGS AND ITEMS FOR A CERTAIN TIME None CONSENT (6.1) Approval of the minutes of the Regular Meeting April 14, 1980. (6.2) Resolution Number 80-3484 - accepting and adopting the 1978 Regional Land Resource Analysis and the Regional Housing Plan 1975-1980 prepared and adopted by the North Central Regional Planning Commission. 80-104II Moved by Commissioner Geis, seconded by Commissioner Duckers that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT None ADMINISTRATION (8.1) Second Reading Ordinance Number 80-8784 - providing for the amendment of Zoning Ordinance Number 8526. [Zoning Application 80-5, filed by St. John's Hospital, for the rezoning of Lot 9, Block 12, Riverside Park Addition] 80-105 Moved by Commissioner Duckers, seconded by Commissioner Hodges that Ordinance Number 80-8784, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. Aye: Duckers, Geis, Hodges, Graves (4). Nay: (0). Commissioner Allen abstained. Motion adopted. (8.2) Second Reading Ordinance Number 80-8786 - Authorizing the issuance of $400,000 principal amount of Yellow Van Movers, Inc., Industrial Revenue Bonds. 80-106 Moved by Commissioner Hodges, seconded by Commissioner Duckers that Ordinance Number 80-8786, authorizing the City of Salina, Kansas to acquire the real property hereinafter described and to acquire, purchase, construct and equip certain buildings, improvements, machinery, and equipment located and to be located thereon to be leased to Yellow Van Movers, Inc., for industrial purposes; authorizing and directing the issuance of $400,000 principal amount of Yellow Van Movers, Inc., Industrial Revenue Bonds, Series 1980, of said City for the purpose of providing funds to pay the cost of acquiring, purchasing, constructing and equipping certain buildings, improvements, machinery and equipment to be leased to Yellow Van Movers, Inc., for industrial purposes; prescribing the form and authorizing the execution of a lease by and between said City and prescribing the form and requiring the execution of a separate guaranty agreement by Yellow Van Movers, Inc., be adopted. Aye: Allen, Duckers, Geis, Hodges, Graves (5). Nay: (0). Motion adopted. (8.3) First Reading Ordinance Number 80-8787 - Ordering the condemnation and appropriation of certain land for construction of improvements to East Crawford Street. 80-107 Moved by Commissioner Allen, seconded by Commissioner Hodges that Ordinance Number 80-8787, ordering the condemnation and appropriation of certain land in Saline County, Kansas, for construction of improvements to East Crawford Street, all as authorized by K.S.A. 12-1023, and amendments thereto, and pursuant to the Eminent Domain Procedure Act, K.S.A. Chapter 26, and amendments thereto, as the same relates to condemnation by cities and further pursuant to Resolution Number 80-3483 of the City of Salina, Kansas, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.4) First Reading Ordinance Number 80-8788 - Authorizing the investment of idle funds of the City and specifying the types of investments; amending Section 2-187 of the Salina Code and repealing the existing section. 80-108 Moved by Commissioner Geis, seconded by Commissioner Duckers that Ordinance Number 80-8788, authorizing the investment of idle funds of the City and specifying the types of investments; amending Section 2-187 of the Salina Code and repealing the existing section, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.5) First reading Ordinance Number 80-8789 - Providing the procedure for the investment of idle funds of the City of Salina, Kansas; amending Section 2- 188 of the Salina Code and repealing the existing section. 80-109 Moved by Commissioner Duckers, seconded by Commissioner Allen that Ordinance Number 80-8789, providing the procedure for the investment of idle funds of the City of Salina, Kansas; amending Section 2-188 of the Salina Code and repealing the existing section, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS None ORGANIZATION MEETING 80-110 Moved by Commissioner Allen, seconded by Commissioner Hodges that Commissioner Geis be nominated for Mayor and Chairman of the Board of Commissioners. There were no other nominations. The Presiding Officer declared the nominations closed, and a vote taken. Aye: (5). Nay: (0). Commissioner Geis was declared unanimously elected Mayor and Chairman of the Board of Commissioners. 80-111 Moved by Commissioner Duckers, seconded by Commissioner Allen that lCommissioner Hodges be nominated for Acting Mayor and Vice-chairman of the Board of Commissioners. There were no other nominations. The Presiding Officer declared the nominations closed, and a vote taken. Aye: (5). Nay: (0). Commissioner Hodges was declared unanimously elected Acting Mayor and Vice-chairman of the Board of Commissioners. 80-112 Moved by Commissioner Duckers, seconded by Commissioner Allen that the Regular Meeting of the Board of Commissioners be adjourned.
