The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, March 24, 1980, at four o'clock P.M. There were present: Mayor Karen M. Graves, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Month of April, 1980 - ''CANCER CONTROL MONTH''. The proclamation was read by Ted Weeks, President of the Salina Unit of the Kansas Division of the American Cancer Society. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT ADMINISTRATION (8.1) Second Reading Ordinance Number 80-8781 - levying special assessments for street and utility improvements in Marydale, Woodland, Schippel, Twin Oaks, Dow and Grain Belt Additions. [Engineering Project 79-6461 (6.1) Approval of the Minutes of the Regular Meeting March 17, 1980. (6.2) Set the date of April 3, 1980 to receive bids for one 3/4 ton pickup, one cab and chassis for dump truck and one landfill compactor. (6.3) Cereal malt beverage license application filed by Lloyd William Holmgren, d/b/a Pizza Hut Delivery, 1210 South Santa Fe. (New application) (6.4) Tree Trimming license application filed by Barry Smock, d/b/a Smock Tree Trimming Service, 340 Indiana. 80-79 Moved by Commissioner Duckers, seconded by Commissioner Hodges that all items on the consent agenda be approved. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 80-8781 - levying special assessments for street and utility improvements in Marydale, Woodland, Schippel, Twin Oaks, Dow and Grain Belt Additions. [Engineering Project 79-6461 80-80 Moved by Commissioner Allen, seconded by Commissioner Geis that Ordinance Number 80-8781, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and utility improvements in Marydale, Woodland, Schippel, Twin Oaks, Dow and Grain Belt Additions, be adopted. Aye: Allen, Duckers, Geis, Hodges, Graves (5). Nay: (0). Motion adopted. (8.2) Second Reading Ordinance Number 80-8774 - authorizing the issuance of $1,450,000 Industrial Revenue Bonds for Windsor Nursing Home Associates, Inc. 80-81 Moved by Commissioner Geis, seconded by Commissioner Duckers that Ordinance Number 80-8774, authorizing the City of Salina, Kansas, to acquire the real property hereinafter described and to construct, purchase and install buildings and improvements and furnishings and equipment to be leased to Windsor Nursing Home Associates, Inc., a Kansas corporation; authorizing and directing the issuance of $1,450,000 principal amount of Nursing Home Revenue Bonds, Series of 1980, of said city for the purpose of providing funds to pay the cost of acquiring said real property and constructing, purchasing and installing said buildings and improvements and furnishings and equipment to be leased to said company; prescribing the form and authorizing the execution of a lease by and between said city and said company; and prescribing the form and approving the execution of a guaranty agreement by said company; and making an election under Section 103(b)(6)(D) of the Internal Revenue Code, be adopted. Frick, Concrete and Supply, Inc. to be present at the City Commission meeting to receive information about City Commissioners claims of defective concrete. Removed from the agenda by Ben J. Frick. (8.4) First Reading Ordinance Number 80-8782 - authorizing the issuance of $675,000 Industrial Revenue Bonds for Wilson and Company, Engineers and Architects 80-82 Moved by Commissioner Allen, seconded by Commissioner Duckers that Ordinance Number 80-8782, authorizing the City of Salina, Kansas, to acquire the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Bruce E. Roberts, Nathan B. Butcher, Robert L. Baier, Robert P. Selm, Robert E. Crawford, Lewis C. Crawford, Robert F. Sykes, John D. Smutz and Craig A. Roberts partners, doing business under the firm name and style of Wilson & Company, Engineers and Architects (''Company''), authorizing and directing the issuance of $675,000 principal amount of industrial revenue bonds, second series of 1980, of said City for the purpose of providing funds to pay the cost of acquiring the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to the Company, and prescribing the form and authorizing the execution of a lease by and between said city and the company, be introduced for first reading.
