The Regular Meeting of the Board of Commissioners met in the City Commission
meeting room, City -County Building, on Monday, March 17, 1980, at four o'clock
p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Continuation of a public hearing on the proposed special assessments
for street and utility improvements in Engineering Project 79-646. (Dow, Twin
Oaks, Grain Belt, Woodland, Marydale, Schippel Additions)
Mrs. Lavelle Frick, 120 Overhill Road, stated they removed the trees
and didn't want to pay twice. She was told the trees were pulled over by the
Contractor. She stated this was not true.
80-71 Moved by Commissioner Allen, seconded by Commissioner Duckers that
Ordinance Number 80-8781, levying special assessments on certain lots and pieces
of ground to pay the cost of street and utility improvements in Engineering
Project 79-646, be introduced for first reading. Aye: Allen, Duckers, Hodges,
Graves (4). Nay: Geis (1). Motion adopted.
CONSENT AGENDA
(6.1) Approval of the Minutes of the Regular Meeting March 10, 1980.
(6.2) Petition Number 3782, filed by Wilson Laboratories/Wilson & Co., for
permission to utilize the west right-of-way of North Eighth Street, between the
curb line and property line east of Lots 40 through 46, Block 3, Calkins Addition
to the City of Salina, Kansas, for off-street parking.
80-72 Moved by Commissioner Duckers, seconded by Commissioner Allen to approve
all items on the consent agenda. Aye: (5). Nay: (0). Motion adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that the final plat of
the Replat of Lot 3, and part of Lot 4, Surveyor's Plat 52, located on the west
side of South Ohio, north of Westchester, requested in Application P79-lA, filed
by Burwell, Butcher & Roberts, Tenants in Common (Wilson and Company) be approved.
80-73 Moved by Commissioner Hodges, seconded by Commissioner Allen that the
final plat be approved and the mayor be authorized to sign the plat. Aye: (5).
Nay: (0). Motion adopted.
ADMINISTRATION
(8.1) Request from Steve Shogren, President of United Securities, Inc. to be
present at the Commission meeting to ask the City Commission to adopt the consent
agreement and resolution allowing the city to participate in the Saline County,
Kansas Single -Family Mortgage Revenue Bond Program.
80-74 Moved by Commissioner Geis, seconded by Commissioner Duckers that
Resolution Number 80-3482 - authorizing the execution of a consent agreement
pursuant to K.S.A. 1979 Supp. 12-5201 et seq. relating to the issuance of Single
Family Mortgage Revenue Bonds, be adopted. Aye: (5)• Nay: (0). Motion adopted.
(8.2) Request from Pat Neustrom, Salina Jaycees, for permission to use the
old airport for Go -Kart racing.
Pat Neustrom, Salina Jaycees, told the City Commission that the
Recreation had denied them a permit to use the old airport for Go -Kart racing and
asked the Commission to approve their request.
80-75 Moved by Commissioner Allen, seconded by Commissioner Geis, that the
request be referred to the Recreation Commission because they are having a meeting
tomorrow and the Recreation Commission is the appropriate body to approve or
disapprove this permit. Aye: (5)• Nay: (0). Motion adopted.
(8.3) Request from Windsor Nursing Home Associates for Industrial Revenue
Bonds in the amount of $1,450,000.00.
80-76 Moved by Commissioner Hodges, seconded by Commissioner Allen that the
Board of Commissioners recess into executive session to discuss possible
issuance of $1,450,000 Industrial Revenue Bonds for Windsor Nursing Home, Inc.,
for 20 minutes. Aye: (5)• Nay: (0). Motion adopted.
The Commission recessed at 4:43 P.M. and reconvened at 4:55 P.M.
80-77 Moved by Commissioner Allen, seconded by Commissioner Hodges that
Ordinance Number 80-8774 authorizing the City of Salina, Kansas, to acquire the
real property hereinafter described and to construct, purchase and install
buildings and improvements and furnishings and equipment to be leased to Windsor
Nursing Home Associates, Inc., a Kansas Corporation; authorizing and directing
the issuance of $1,450,000 principal amount of Nursing Home Revenue Bonds, Series
1980, of said City for the purpose of providing funds to pay the cost of
acquiring said real property and constructing, purchasing and installing said
buildings and improvements and furnishings and equipment to be leased to said
company; prescribing the form and authorizing the execution of a lease by and
between said city and said company; and prescribing the form and approving the
execution of a guaranty agreement by said company; and making an election under
Section 103(b)(6)(D) of the Internal Revenue Code, be introduced for first reading

OTHER BUSINESS
The Mayor, with the approval of the Board of Commissioners made the
following appointments:
Housing Authority of the City of Salina
E. L. Bengtson, appointed to fill the unexpired term of James F. King to
September 11, 1980.
