03-10-1980 MinutesCommission CITY OF SALINA, KANSAS Action # REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 10, 1980 4:00 P.M. The Regular Meeting of the Board of Commissioners met in the City Commission meeting room, City -County Building, on Monday, March 10, 1980, at four o'clock P.M. There were present: Mayor Karen M. Graves, Chairman presiding Commissioner Roy W. Allen Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Keith G. Duckers None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of March 9 through 15, 1980 - "EMPLOY THE OLDER WORKER WEEK". The proclamation was read by Clyde Calhoun, District Director of Kansas Green Thumb. (4.2) The Mayor proclaimed the Month of March, 1980 - "YOUTH ART MONTH". The proclamation was read by Anne Nettleton, Art Coordinator for Unified School District Number 305. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the proposed assessments for street and utility improvements in Dow, Twin Oaks, Grain Belt, Woodland, Marydale, and Schippel Additions. [Engineering Project 79-6461 A public hearing was held on the proposed assessments for water main improvements authorized in Resolution Number 3408, passed by the Board of Commissioners on the 26th day of February, 1979. Pete Peterson, Attorney for D. L. Sampson, asked for a delay of one week so he can check on the Grain Belt Subdivision assessments, because they are twice as high as estimated. Mable Morris, 725 North Front, said she could not understand why some lots were assessed $200.00 more than the rest of the lots in Woodland Addition. Lavelle Frick, 120 Overhill Road, said she was charged $2,100.00 for the removal of 7 trees, at $300.00 a tree, and she removed the trees. 80-68 Moved by Commissioner Allen, seconded by Commissioner Hodges, to refer the three complaints to Engineering, and to continue the Public Hearing until next Monday at 4:00 P.M. Motion adopted. 120 CONSENT AGENDA (6.1) Approval of the Minutes of the Regular Meeting March 3, 1980. 80-69 Moved by Commissioner Hodges, seconded by Commissioner Geis that all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None None ADMINISTRATION OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners made the following appointments: Salina Arts Commission Betsy Poer, reappointed for a 3 year term to March 10, 1983. Anne Nettleton, appointed to succeed Mrs. Kenneth (Lillian) Faerber, for a 3 year term to March 10, 1983. Don Timmel, appointed to succeed Dr. Lloyd Hatton, for a 3 year term to March 10, 1983. 80-70 1 Moved by Commissioner Allen, seconded by Commissioner Hodges that the Regular Meeting of the Board of Commissioners be adjourned.
