The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, March 3, 1980, at four o'clock
P.M.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Month of March, 1980 - "PROFESSIONAL SOCIAL
WORK MONTH". The proclamation was read by Jane Martin, President of the Smoky
Hill Area Association of Social Workers.
(4.2) The Mayor proclaimed the Week of March 2 through 8, 1980 - "WOMEN'S
HISTORY WEEK". The proclamation was read by Sister Evangeline Thomas, President
of the Kansas Historical Society.
(4.3) The Mayor proclaimed the Week of March 9 through 15, 1980 - "GIRL SCOUT
WEEK IN SALINA". The proclamation was read by Rhonda Dickson, Troop 69.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approval of the Minutes of the Regular Meeting February 25, 1980.
(6.2) Urban Renewal Application 73-1, filed by First National Bank and Trust
Company requesting an extension of the contract to March 1, 1981, on Lots 80, 82,
84 on Santa Fe and Lots 79, 81, 83 and the North 1-1/2" of Lot 85 on Seventh
Street, in the Original Towsite of Salina. (Approximately 153-159 North Santa
Fe, 148-158 North 7th, and 107-113 West Ash)
(6.3) Urban Renewal Application 80-1, filed by Wilfam, Inc., requesting the
approval of the development plan of Block 16, Northeast Industrial Park.
(Approximately 913 York or 611 Francis)
(6.4) Resolution Number 80-3481, relating to benefits obtainable by cities
under the program for federal aid on highway construction. [Beginning at the
intersection of Crawford Street and Ohio Street and extending east to the east
city limits including the widening and reconstruction of the bridge over the
Smoky Hill River.]

ADMINISTRATION
(8.1) Second Reading Ordinance Number 80-8778, amending Zoning Ordinance
8526, and the Zoning District Map. [Zoning Application 80-1, filed by George
Johnson for the rezoning of the East 1/2 of the South 13 feet of Lot 95, and the
East 1/2 of Lots 97 and 99 on Highland Avenue, Grounds of Kansas Wesleyan
University.]
80-62 Moved by Commissioner Allen, seconded by Commissioner Duckers that
Ordinance Number 80-8778, providing for the amendment of Ordinance Number 8526,
the same being Chapter 36 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the
city and prescribing the proper uses thereof, be adopted. Aye: Allen, Duckers,
Geis (3). Nay: (0). Mayor Graves and Commissioner Duckers absent. Motion
adopted.
(8.2) Second Reading Ordinance Number 80-8779, authorizing the issuance of
$380,000 Industrial Revenue Bonds for Gerald K. Palmer, M.D., Norman E. Macy,
M.D., and Boyd E. Smith, M.D.
80-63 Moved by Commissioner Duckers, seconded by Commissioner Allen that
Ordinance Number 80-8779, authorizing the City of Salina, Kansas, ("City''), to
acquire the real property hereinafter described and to construct and purchase a
building and real estate improvements to be leased to Gerald K. Palmer, M.D., and
Norman E. Macy, M.D., and Boyd E. Smith, M.D., ("The Doctors") authorizing and
directing the issuance of $380,000 principal amount of The Doctors Industrial
Revenue Bonds, Series of 1980, of said City for the purpose of providing funds
to pay the cost of acquiring the real property hereinafter described and the
construction of a building, and real estate improvements thereon, to be leased to
the Doctors, and prescribing the form and authorizing the execution of a lease by
and between said City and the Doctors, be adopted. Aye: Allen, Duckers, Geis
(3). Nay: (0). Mayor Graves and Commissioner Duckers absent. Motion adopted.
(8.3) Second Reading Ordinance Number 80-8780, pertaining to the Neighborhood
Centers Board.
80-64 Moved by Commissioner Duckers, seconded by Commissioner Allen that
Ordinance Number 80-8780, repealing Article I of Chapter 22A of the Salina Code,
the same being Sections 22A-1 through 22A-5, inclusive, pertaining to the
Neighborhood Centers Board, be adopted. Aye: Allen, Duckers, Geis (3). Nay:
(0). Mayor Graves and Commissioner Duckers absent. Motion adopted.
(8.4) Resolution Number 80-3479, authorizing the Mayor and City Clerk to
execute, acknowledge and deliver a special warranty deed conveying certain excess
property to Wilson and Company.
80-65 Moved by Commissioner Allen, seconded by Commissioner Duckers that
Resolution Number 80-3479, authorizing the Mayor and City Clerk to execute,
acknowledge and deliver a special warranty deed conveying excess property to
Wilson and Company, free of the lease, be adopted. Aye: (3). Nay: (0). Motion
adopted.
(8.5) Request from Steve Shogren, United Securities Company, to discuss a
consent agreement for the City to participate in the Saline County Mortgage
Revenue Bond Program.
Mr. Shogren said all six cities in Saline County would be required to
sign a consent agreement if they want to participate in the mortgage revenue bond
program.

the request to the City Manager for a recommendation. Aye: (3). Nay: (0).
