The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, February 11, 1980, at four o'clock P.M. There were present: Mayor Karen M. Graves, Chairman presiding Commissioner Roy W. Allen Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also present: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Keith G. Duckers L. 0. Bengtson, City Attorney CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of February 10 through 16, 1980 - ''VOCATIONAL EDUCATION WEEK". The proclamation was read by Jan Jenson, Vo -Tech Drafting Student. (11.2) The Mayor proclaimed Tuesday, February 19, 1980 - "NATIONAL JUNIOR CATHOLIC DAUGHTERS OF THE AMERICAS DAY". The proclamation was read by Eileen Brouddus, Reporter of the Junior Catholic Daughters of the Americas in Salina. (4.3) The Mayor proclaimed the Weekend of February 15 - 16, 1980 - "7 -UP MARYMOUNT COLLEGE 3rd ANNUAL 24 HOUR SUPERDANCE FOR MUSCULAR DYSTROPHY WEEKEND". The proclamation was read by Laura Prichard, Marathon Committee Chairperson. (4.4) The Mayor proclaimed the Week of February 17 through 23, 1980 - 11ENGINEER'S WEEK". The proclamation was read by Frank Weinhold, President of the Smoky Valley Chapter of the Kansas Engineering Society. (4.5) The Mayor proclaimed the Week of February 10 through 16, 1980 - ''NATIONAL FHA/HERO WEEK". The proclamation was read by Patty Grit, Publicity Chairman. (4.6) The Mayor proclaimed Thursday, February 14, 1980 - "60th ANNIVERSARY OF THE LEAGUE OF WOMEN VOTERS OF THE UNITED STATES". The proclamation was read by Ruth Ascher, President of the League of Women Voters. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Resolution Number 80-3478, resolution of intent to issue $170,000 Industrial Revenue Bonds for Wilson & Company. There were no protests. 80-41 Moved by Commissioner Geis, seconded by Commissioner Allen to place Resolution Number 80-3478 as the last item on the agenda. Aye: (4). Nay: (0). Motion adopted. (5.2) A public hearing was held on the proposed assessments for street and utility improvements authorized in Resolution Number 3437, passed by the Board of Commissioners on the 2nd day of July, 1979. [Engineering Project 79-652.1 No protests, written or oral, were filed. 80-42 Moved by Commissioner Allen, seconded by Commissioner Hodges that the special assessments for street and utility improvements in Engineering Project 79-652 be approved and that Ordinance Number 80-8777, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and utility improvements in Eastridge, Meadowlark Acres #3, and Wallerius Additions, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. CONSENT AGENDA (6.1) Approval of the Minutes of the Regular Meeting February 4, 1980, as amended with a correction on Action 80-36 to read: Aye: Allen, Duckers, Hodges, Graves (4). Nay: Geis (1). Motion adopted. (6.2) Cereal malt beverage license application filed by Earl L. Bengtson, d/b/a Bengtson Derby Service, 1001 West Crawford. (6.3) Tree trimming license application filed by Marvin Reinert, d/b/a Reinert Tree Service, 167 North Broadway. 80-43 Moved by Commissioner Hodges, seconded by Commissioner Geis that all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 80-8776 - Levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas for the purpose of paying a portion of the cost of water main improvements. [Engineering Project 79-647.1 80-44 Moved by Commissioner Allen, seconded by Commissioner Hodges that Ordinance Number 80-8776, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of water main improvements, be adopted. Aye: Allen, Hodges, Graves (3). Nay: Geis (1). Motion adopted. (8.2) Recommendation from the Salina Citizens' Advisory Committee that the City Commission authorize the limits on weatherization loans and grants be increased from $500 to $700. 80-45 Moved by Commissioner Geis, seconded by Commissioner Hodges that the recommendation of the Citizens' Advisory Committee to increase the limits on weatherization loans and grants from $500 to $700 be accepted and the limits be increased. Aye: (4). Nay: (0). Motion adopted. (8.3) Request by Charles Ryan, d/b/a Ryan Landscaping, Route 1, Salina, Kansas, to amend Chapter 33 of the Salina Code regarding Tree Trimming and Treating bond and insurance requirements. Robert Allen, insurance agent, said Mr. Ryan is ill, but is requesting the ordinance be changed to read surety bond or certificate of liability insurance, not both. The Commissioners felt the ordinance is all right the way it is written, and took no action. (8.4) Resolution Number 80-3478, resolution of intent to issue $170,000 Industrial Revenue Bonds for Wilson and Company. 80-46 Moved by Commissioner Allen, seconded by Commissioner Hodges to recess into executive session to discuss an amendment to Resolution Number 80-3478, for 25 minutes. The Commission recessed at 4:35 P.M. and reconvened at 5:00 P.M. 80-47 Moved by Commissioner Allen, seconded by Commissioner Hodges that the City Clerk be instructed to publish notice of intention to issue $620,000 Industrial Revenue Bonds for Wilson and Company, setting February 25, 1980 at 4:00 P.M. for public hearing. Aye: (4). Nay: (0). Motion adopted. OTHER BUSINESS 80-48 Moved by Commissioner Geis, seconded by Commissioner Hodges to place the issuance of Industrial Revenue Bonds for Windsor Nursing Home Associates, Inc. on the agenda for reconsideration. Aye: (4). Nay: (0). Motion adopted. 80-49 Moved by Commissioner Geis, seconded by Commissioner Hodges that the proposed reconsideration of the issuance of Industrial Revenue Bonds for Windsor Nursing Home Associates, Inc., be postponed until February 25, 1980.
