REGULAR MEETING OF THE BOARD OF COMMISSIONERS
FEBRUARY 4, 1980

The Regular Meeting of the Board of Commissioners met in the City Commission
Meeting Room, City -County Building, on Monday, February 4, 1980, at four o'clock
p.m.
There were present:
Mayor Karen M. Graves, Chairman presiding
Commissioner Roy W. Allen
Commissioner Keith G. Duckers
Commissioner Dan S. Geis
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of February 10 through 16, 1980 - "UNITED
STATES JAYCEETTE WEEK". The proclamation was read by Deena Horst, State President
of the Jaycee Jaynes.
(4.2) The Mayor proclaimed the Week of February 11 through 17, 1980 - "BLACK
HISTORY WEEK". The proclamation was read by Marilyn Parker, BACCOS Publicity
Chairman.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the proposed assessments for water main improvements
on East Crawford. [Engineering Project 79-6471
A public hearing was held on the proposed assessments for water main
improvements authorized in Resolution Number 3412, passed by the Board of
Commissioners on the 5th day of March, 1979.
No protests, written or oral, were filed.
80-36 Moved by Commissioner Hodges, seconded by Commissioner Duckers that the
special assessments in Engineering Project 79-647 be approved and that Ordinance
Number 80-8776, levying special assessments on lots, pieces and parcels of ground
in the City of Salina, Kansas, for the purpose of paying a portion of the cost of
water main improvements to serve Presbyterian Manor Addition, be introduced for
first reading. Aye: Allen, Duckers, Hodges, Graves (4). Nay: Geis (1). Motion
adopted.
CONSENT AGENDA
(6.1) Approval of the Minutes of the Regular Meeting January 28, 1980.
(6.2) Cereal malt beverage license application, filed by Marsha Gillette,
d/b/a Red Pussy Cat Club, 1111 West South Street.

items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 80-8774 - authorizing the issuance of
$1,450,000 Industrial Revenue Bonds for Windsor Nursing Home Associates.
80-38 Moved by Commissioner Duckers, seconded by Commissioner Allen to
recess into executive session for 30 minutes to discuss the industrial revenue
bond issue. Aye: (5). Nay: (0). Motion adopted.
The Commissioners recessed at 4:15 P.M. and reconvened at 5:05 P.M.
80-39 Moved by Commissioner Allen, seconded by Commissioner Hodges that
Ordinance Number 80-8774, authorizing the City of Salina, Kansas, to acquire the
real property hereinafter described and to construct, purchase and install
buildings and improvements and furnishing and equipment to be leased to Windsor
Nursing Home Associates, Inc., a Kansas Corporation; authorizing and directing
the issuance of $1,450,000 principal amount of nursing home revenue bonds,
Series 1980, of said city for the purpose of providing funds to pay the cost of
acquiring said real property and constructing, purchasing and installing said
real property and constructing, purchasing and installing said buildings and
improvements and furnishings and equipment to be leased to said company;
prescribing the form and authorizing the execution of a lease by and between
said city and said company and prescribing the form and approving the execution
of a guaranty agreement by said Company; and making an election under Section
103(b)(6)(D) of the Internal Revenue Code, be adopted. Aye: (0). Nay: Allen,
Duckers, Geis, Hodges, Graves (5). Motion defeated.
