A RESOLUTION ACCEPTING THE 2018/2019 SALINA LAND BANK REPORT.
WHEREAS, Legislation passed in 2009 made it possible for cities in Kansas to establish a
Land Bank(K.S.A. 12-5901 et seq.); and
WHEREAS, The City of Salina adopted Ordinance No. 17-10915 on second reading
December 18, 2017, creating the Salina Land Bank(the "Land Bank"); and
WHEREAS, The governing body of the Land Bank is referred to as the board of trustees;
pursuant to Ordinance No. 17-10915 the Salina city commission serves as the board of trustees for
the Land Bank with primary staff support for the board of trustees to be provided by the city manager
or the city manager's designee; and
WHEREAS, K.S.A. 12-5903(f) requires that each land bank submit an annual report to the
governing body of the city on or before January 31 of each year, showing receipts and disbursements
from all funds under its control, all property transactions occurring in each year, and an inventory of
all property held by the bank;
WHEREAS, A copy of such inventory of all property held by a land bank is to be published
in the official city newspaper on or before January 31 of each year; and
WHEREAS, The 2018/2019 Salina Land Bank Report prepared by city staff reports that the
Land Bank had no funds under its control, had no receipts or disbursements, had no property
transactions, and held no property from its creation through 2019, SO NOW. THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the 2019/2018 Salina Land Bank Report is accepted by the Governing
,Body.
Section 2. The City Clerk's office shall publish notice on or before January 31St,2020 that
the Land Bank has held no property from its creation through calendar year 2019.
Section 3. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of City Commissioners and signed by the Mayor this 27th day of January,
2020.
