Graves, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME Moved by Commissioner Geis, seconded by Commissioner Hodges that Resolution Number 3469, a resolution of intent to issue $1,450,000 Industrial Revenue Bonds for Windsor Nursing Home Associates, Ltd., be adopted. Aye: (5). Nay: (0). Motion adopted. CONSENT AGENDA Approval of the Minutes of the Regular Meeting December 10, 1979. City Engineer files a feasibility report for street improvements in Fox Run Addition, requested in Petition Number 3779, filed by A & K Railroad Materials, Inc. Resolution Number 3468, adopting the Job Classification and Salary Schedule for City Employees, created pursuant to Section 2-61 of the Salina Code and repealing all previous resolutions, motions or actions in conflict therewith. 1980 cereal malt beverage license applications, 98 renewal applications and 2 new applications. Architect files Plans and Specifications for completion of Memorial Hall Remodeling and Repairs, Phase 2. Set the date of January 17, 1980 to receive bids. Approval of audit contracts with Kennedy and Coe for the year ending December 31, 1979. C 1 J DEVELOPMENT BUSINESS Moved by Commissioner Duckers, seconded by Commissioner Geis that the recommendation of the City Planner to amend Section 9-352(3) and add Section 9- 352(1)a, regarding fences, walls and hedges, be accepted. Moved by Commissioner Duckers, seconded by Commissioner Geis that Ordinance Number 8767, amending Section 9-352(3) of the Salina Code, pertaining to rear yard fences and hedges, and repealing the existing section, be introduced for first reading. Moved by Commissioner Duckers, seconded by Commissioner Geis that Ordinance Number 8768, regulating fences on corner lots; enacting Section 9-352(1)a of the Salina Code, be introduced for first reading. Moved by Commissioner Hodges, seconded by Commissioner Duckers that the recommendation of the City Planning Commission to approve Planned Development District 79-6, filed by Lee Haworth for the rezoning of Lots 1 - 6, Block 5, and Lots 1 - 7, Block 7, and Lots 12 - 13, Block 9, Proposed Twin Oaks II Addition, and that Ordinance Number 8771, be introduced for first reading. Moved by Commissioner Allen, seconded by Commissioner Duckers that the recommendation of the City Planning Commission to approve Zoning Application 79- 19, filed by G & K Realtors for the rezoning of Block 4, Schilling Subdivision from R-3 to 1-2, and that Ordinance Number 8772, be introduced for first reading. ADMINISTRATION Moved by Commissioner Allen, seconded by Commissioner Duckers that Ordinance Number 8769, prescribing the corporate limits of the City of Salina, Kansas, including land described in Ordinance Numbers 8683, 8684, 8698, 8699, 8700, 8701, 8702, 8718, 8719, 8726, 8733, 8738, 8751, 8766, and repealing Ordinance Number 8681, be adopted. Aye: Allen, Duckers, Geis, Hodges, Graves (5)• Nay: (0). Motion adopted. Moved by Commissioner Hodges, seconded by Commissioner Allen that Ordinance Number 8770, appropriating money from the various funds to pay payrolls and claims against the City of Salina, Saline County, Kansas, for the calendar year of 1980, be adopted. Aye: Allen, Duckers, Geis, Hodges, Graves (5). Nay: (0). Motion adopted. The Commission considered an interlocal agreement between the City of Salina, Board of Education, and Recreation Commission to combine the Parks, Recreation and Human Resources Departments on a trial basis for one year starting January 1, 1980. Solomon Oliver, 1101 North Eleventh, stated he favors the agreement, but has some concerns about the Neighborhood Center being under the Recreation. These centers are for low and moderate income people and they cannot afford to pay fees for everything if the Recreation runs them. He is also afraid service will be cut in the centers. Don Jolley, Superintendent of the Recreation Commission, said all programs for high school students and younger are free now and always have been. Dr. Dale Cole, Chairman of the Salina Park Advisory Board expressed his concern about this agreement abolishing the Salina Park Advisory Board. He said the board is working on a couple of items and wondered if it should continue. The interlocal agreement provides that two members from the Salina Park Advisory Board will serve on the new board created in the agreement. Moved by Commissioner Allen, seconded by Commissioner Hodges that an interlocal agreement between the City of Salina, Board of Education of Unified School District Number 305, and Salina Recreation Commission, to merge the Public Recreation System and the City Park Department into a single Recreation and Park Department, including the Human Resources Department, to be called the Department of Community Service on a trial basis for one year starting January 1, 1980, be approved.
