Regular Meeting of the Board
of Commissioners
December 10, 1979
The Regular Meeting of the Board of Commissioners met in the City
Commission Room, City -County Building, on Monday, December 10, 1979, at four
o'clock P.M.
There were present:
Mayor Karen M. Graves, Chairman presiding
Commissioner Roy W. Allen
Commissioner Dan S. Geis
Commissioner Merle A. Hodges
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager
Absent:
Commissioner Keith G. Duckers
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
Moved by Commissioner Allen, seconded by Commissioner Hodges that
Resolution Number 3467, a resolution of intent to issue $400,000 Industrial
Revenue Bonds for Drs. Palmer, Macy, and Smith, be adopted. Aye: (4). Nay:
(0). Motion adopted.
CONSENT AGENDA
Approval of the Minutes of the Regular Meeting December 3, 1979.
Moved by Commissioner Geis, seconded by Commissioner Hodges that this
item on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted.
ADMINISTRATION
Moved by Commissioner Hodges, seconded by Commissioner Allen that
Ordinance Number 8769, prescribing the corporate limits of the City of Salina,
Kansas, including land described in Ordinance Numbers 8683, 8684, 8698, 8699,
8700, 8701, 8702, 8718, 8719, 8726, 8733, 8738, 8751, 8766, and repealing
Ordinance Number 8681, be introduced for first reading. Aye: (4). Nay: (0).
Motion adopted.
Moved by Commissioner Geis, seconded by Commissioner Hodges that
Ordinance Number 8770, appropriating money from the various funds to pay payrolls
and claims against the City of Salina, Saline County, Kansas, for the calendar
year of 1980, be introduced for first reading. Aye: (4). Nay: (0). Motion
adopted.
Moved by Commissioner Allen, seconded by Commissioner Geis that the
bid for group life insurance be awarded to the Seed -Siebert Agency, representing
the Guardian Life Insurance Company for 32� per $1,000, and $1.00 per unit for
dependents for the first year, with a 3 year guarantee not to exceed 34C per
$1,000 and $1.00 per unit for dependents, subject to a contract being approved
by the City Attorney. Aye: (4). Nay: (0). Motion adopted.
Joe Seed, representing the Seed -Siebert Agency, feels that since there
are three bids in the same amount, the contract should be awarded to their
agency because life insurance agents have no other way of doing business with
the City, plus the fact that they have guaranteed the rate not to exceed 34� per
$1,000 for a three year period.
Moved by Commissioner Hodges, seconded by Commissioner Geis that the
Commission recess into executive session to discuss the possible issuance of
Industrial Revenue Bonds, for 20 minutes. Aye: (4). Nay: (0). Motion adopted.
The Commission recessed at 4:30 P.M. and reconvened at 4:53 P.M.
Moved by Commissioner Geis, seconded by Commissioner Allen that the
City Clerk be instructed to publish a Notice of Intention to issue $1,450,000
Industrial Revenue Bonds for Windsor Nursing Home Associates, Ltd, not to
exceed 25 years, subject to the filing of a feasibility report with the City
Attorney, and setting December 17, 1979 at 4:00 P.M. for a hearing. Aye: (4).
Nay: (0). Motion adopted.
Moved by Commissioner Geis, seconded by Commissioner Allen that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay:
(0). Motion adopted.
