10-15-1979 Minutes703 City of Salina, Kansas Regular Meeting of the Board of Commissioners October 15, 1979 The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, City -County Building, on Monday, October 15, 1979, at four o'clock P.M. There were present: Mayor Karen M. Graves, Chairman presiding Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Roy W. Allen L. 0. Bengtson, City Attorney AWARDS - PROCLAMATIONS THE MAYOR PROCLAIMED the Week of October 17 through 24, 1979 - "HOLIDAY ON ICE FAMILY WEEK". The proclamation was read by Claudia Gerster, Administrativ Aide to the Director of the Bicentennial Center. Mr. Bob Mullen, State Safety Co-ordinator for the National Fire Council presented an award to Mayor Graves for the City of Salina and the Salina Fire Department for recognition of outstanding service to public fire safety education during the period of October 1 1978 through September 30, 1979. CONSENT AGENDA Approval of the Minutes of the Regular Meeting October 1, 1979. Petition Number 3777 filed by Edward C. VanNess for water service to serve a tract of land north of Euclid Avenue, south of the flood control dike, at the center line of Front and Second Streets. Resolution Number 3454 authorizing the execution of a deed by the Mayor covering certain real estate. (East 98' of Lots 2 and 4, and the East 98' of the north 25' of Lot 6, all on Highland Avenue in Prescott Addition to the City of Salina, Kansas.) City Engineer files plans and specifications for a portion of the remainder of the work on Memorial Hall. November 1, 1979 to be set as the date to receive bids. Request by the Director of Utilities and City Engineer to approve a contract with Wilson and Company to review the water rate structure with particular emphasis on minor capital improvements and a depreciation or replacement fund. Cereal Malt Beverage license application filed by Kevin Alan Peterson, d/b/a Delaneys, 150 South Broadway. (New application) Moved by Commissioner Geis, seconded by Commissioner Hodges that all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted. 74 DEVELOPMENT BUSINESS Moved by Commissioner Geis, seconded by Commissioner Hodges that the recommendation of the City Planning Commission to deny Zoning Application 79-14, filed by Paul A. Woods for the rezoning of Lots 1 through 8, Block 4, Countryside Addition from District R-1 to C-2, be accepted and the zoning application be denied. Aye: (4). Nay: (0). Motion adopted. Don Williams, representing Paul Woods asked that the zoning application be tabled until the traffic problems could be worked out. Moved by Commissioner Hodges, sedonded by Commissioner Duckers that the recommendation of the City Planning Commission to approve Zoning Application 79-15, filed by Lorraine Albers for the rezoning of a tract of land in the NE -14 of Section 27, Township 14 South, Range 3 West, lying east of Centennial Road and south of Interstate Highway 135, be approved, subject to platting, and that Ordinance Number 8758, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. ADMINISTRATION Moved by Commissioner Geis, seconded by Commissioner Hodges that Ordinance Number 8757, providing for the designation of certain areas as parking for the handicapped; providing for the marking thereof and making it unlawful for unauthorized use thereof, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. Moved by Commissioner Duckers, seconded by Commissioner Hodges that the feasibility report filed by the City Engineer for street and utility improvements in Meyer Addition, requested in Petition Number 3774 filed by M & Enterprises, be approved and the City Manager be authorized to proceed with the project. Aye: (4). Nay: (0). Motion adopted. Moved by Commissioner Duckers, seconded by Commissioner Geis that a request by Harold Larson for permission to install a water line on City owned property be approved and that Resolution Number 3453, granting permission to lay pipeline in public right-of-way within the city limits of the City of Salina, Kansas, be adopted. (East side of runway at old Municipal Airport) Aye: (4). Nay: (0). Motion adopted. Moved by Commissioner Hodges, seconded by Commissioner Duckers that a recommendation from the City Engineer to remove the "No Parking from 7 P.M. to 8 A.M. and Sunday" signs and install "No Parking Anytime" signs on the north side of Crawford from Ohio to Ninth Street, be accepted and that Resolution Number 3455, authorizing the installation and marking of the north side of Crawford Street from Ohio Street to Ninth Street as a no parking zone, be adopted. Ayes: (4). Nay: (0). Motion adopted. Moved by Commissioner Hodges, seconded by Commissioner Duckers that Resolution Number 3456, designating and establishing parking meter zones within the City of Salina, Kansas, and the respective time limits therein; repealing all existing resolutions in conflict with the provisions of this resolution, and repealing Resolution Number 3422, be adopted. (For the removal of 10 hour meters on both sides of Mulberry Street, from 7th to 8th Streets, and on both sides of Walnut Street, from 8th to 9th Streets) Aye: (4). Nay: (0). Motion adopted. OTHER BUSINESS THE MAYOR, with the approval of the Board of Commissioners, made the following appointment: Housing Authority of the City of Salina Earle Bess, reappointed for a 4 year term to September 11, 1983 7a Moved by Commissioner Duckers, seconded by Commissioner Hodges that the Regular Meeting of the Board of Commissioners be adjourned.
