07-09-1979 MinutesCity of Salina, Kansas Regular Meeting of the Board of Commissioners July 9, 1979 The Regular Meeting of the Board of Commissioners met in the City Commission Meeting Room, on Monday, July 9, 1979, at four o'clock p.m. There were present: Mayor Karen M. Graves, Chairman presiding Commissioner Roy W. Allen Commissioner Keith G. Duckers Commissioner Dan S. Geis Commissioner Merle A. Hodges comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM 5H W. 0. Brown, 834 Russell, showed the Commission dirty water collected in a soaker hose over a period of time, compared to clear water from a tap which had been filtered by a small filter. James Foley, Jr., 111 North Connecticut, agreed with the ban of parking on East Iron, but wants left turn lanes on Ohio and Oakdale intersections. Norman St. John, 2406 Drake Place, with the problem of gasoline, suggested car pooling. Wants volunteer car pooling by City, County and School Board employees, also Chamber of Commerce and labor unions to get behind the idea. Wants Commission to place car pooling on the agenda. CONSENT AGENDA Approval of the Minutes of _the Regular Meeting July 2, 1979. Resolution 3439, authorizing the temporary investment of approximately $1,500,000 of idle funds of the City of Salina, Kansas. Change the date to receive bids to rebuild the calcining plant at the water treatment plant from July 30, 1979 to August 6, 1979. Cereal malt beverage license application filed by Harvey D. Sides, d/b/a National Marketing, Inc., 2301 North 9th. (New application). Cereal malt beverage license application filed by Tom Graham, d/b/a 19th Hole, 2500 East Crawford. (New application) Moved by Commissioner Duckers, seconded by Commissioner Allen that all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS Petition Number 3769 was filed by Marla J. Schwiethal for the extension of Edward Street in Twin Oaks Addition across the railroad tracks to meet Hartlan Street at Robin Road. Moved by Commissioner Geis, seconded by Commissioner Hodges that the petition be referred to the Engineering and Planning Departments for a recommendation. Aye: (5). Nay: (0). Motion adopted. 43 ADMINISTRATION Moved by Commissioner Allen, seconded by Commissioner Hodges that Ordinance Number 8723, repealing Article I of Chapter 7 of the Salina Code pertaining to the Board of Public Welfare, be adopted. Aye: Allen, Duckers, Geis, Hodges, Graves (5). Nay: (0). Motion adopted. OTHER BUSINESS Mayor Graves thanked the Street, Police, Fire, all emergency crews, and Mr. Harris for the fine job done during the storm of July 4th. Commissioner Geis asked if the limb pile at the old dump could be opened for wood cutting? Mr. Harris said we probably could, but we would want to check with John Estes, Director of Services, and also with the City Attorney about the city's liability. Moved by Commissioner Duckers, seconded by Commissioner Allen to recess into executive session to discuss a legal matter. Aye: (5). Nay: (0). Motion adopted. The Commission recessed at 4:26 P.M. and reconvened at 4:54 P.M. Moved by Commissioner Duckers, seconded by Commissioner Hodges that the Regular Meeting of the Board of Commissioners be adjourned.
