Harrison, City Clerk Absent: None The Minutes of the Regular Meeting June 18, 1979 were approved with the correction of the vote on the tree trimming license application for Dan Geis, Commissioner Geis abstained. STAFF AGENDA CITY MANAGER conducted a public hearing on the proposed use of Revenue Sharing funds for the 11th Entitlement Period. MOVED by Commissioner Geis, seconded by Commissioner Allen that Resolution Number 3435, determining the advisability of curbing, guttering, paving, grading, storm drainage, water main and sanitary sewer improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City -at -large, be adopted. Aye: Geis, Hodges, Allen, Duckers, Graves (5). Nay: (0). Motion adopted. (Engineering Project 79-652, Fastridge, Wallerius and Meadowlark Acres #3) MOVED by Commissioner Allen, seconded by Commissioner Hodges that Ordinance 8720, changing the name of !,Jilliam Drive in Meyer Addition to the City of Salina, Saline County, Kansas, be adopted. Motion adopted. 1 1 38 MOVED by Commissioner Duckers, seconded by Commissioner Allen that Ordinance Number 8721, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof, be adopted. Aye: Geis, Hodges, Allen, Duckers, Graves (5). Nay: (0). THE COMMISSION considered a staff report and recommendations to provide the desilting basin and the cleaning of the upper reaches of the river channel for adequate water supply to the water treatment plant. (Referred to staff for 60 days on April 23, 1979). The City Engineer reviewed the status of the city's water supply. The City Engineer noted that the supply to the water plant is adequate for the foreseeable future. In his opinion, the siltation problem in the river has not appreciably worsened in recent years; and furthermore, if it did worsen the city would have sufficient time to prepare an adequate solution. The more immediate water problem for the city is not water supply, but rather certain deficiencies in the water treatment process. The City Engineer's opinion is that the efforts of the city should be directed toward improving the water treatment plant in order to utilize its present capacities to meet the water demands of the city. MOVED by Commissioner Duckers, seconded by Commissioner Hodges that Ordinance Number 8722, releasing and vacating a portion of the "clear zone easement" acquired by the City of Salina, Kansas, in Case "Dumber 21,538 in the District Court of Saline County, Kansas, be introduced for first reading. MOVED by Commissioner Allen, seconded by Commissioner Hodges that Resolution Number 3436, repealing Resolution Number 3206 which authorized and established certain charges and rental fees for the use of Memorial Hall and the equipment used in connection therewith, be adopted. Aye: Geis, Hodges, Allen, Duckers, Graves (5). Nay: (0). Motion adopted. PUBLIC AGENDA PETITION NUMBER 3767 was filed by Charles M. Stover, President of M & S Enterprises, Inc. for the change of the street names in Meyer Addition: Meyer Drive to Partridge Lane and Fredrich Drive to Mallard Drive. Moved by Commissione Geis, seconded by Commissioner Duckers that the petition be referred to the City Planning Commission for a recommendation. Aye: (5). Nay: (0). Motion adopted. PETITION NUMBER 3768 was filed by Dan G. Stevenson, for the annexation of the West 2 of the North 200 feet of the South 330 feet of the SE -14 NE -I, east of the river in Section 19-14-2. Moved by Commissioner Allen, seconded by Commissioner Geis that the petition be referred to the City Planning Commission for a recommendation. Aye: (5). Nay: (0). Motion adopted. THE COMMISSION considered a request from Freeda Steyer, 523 Marymount Road and Willis J. Mercer, 511 Marymount Road for a limited parking ban on the east side of Marymount Road to allow parking in the 400 and 500 blocks. Freeda Steyer, 523 Marymount Road, and Willis Mercer, 511 spoke against the parking ban and for limited parking. Moved by Commissioner Hodges, seconded by Commissioner Geis that )arking be allowed on the east side of Marymount Road P.M. to 7 A.M. from Glen to Crawford from Moved by Commissioner Duckers, seconded by Commissioner Allen that :he pending motion be postponed for 1 week to July 2nd. Carol Haag to fill the unexpired term of Roger Haag to November 21, MOVED by Commissioner Hodges, seconded by Commissioner Duckers that the discussion of curfew and rock concerts in the parks be added to the agenda. Aye: (5). Nay: (0). Motion adopted. The Mayor referred to the City Manager for a report on concerts in Lakewood Park and curfew in all parks. MOVED by Commissioner Duckers, seconded by Commissioner Hodges that the Commission recess into executive session to discuss a personnel matter until 6:15 P.M. Aye: (5). Nay: (0). Motion adopted.
