06-11-1984 Minutes60 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JUNE 11, 1984 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, June 11, 1984 at four p.m. There were present: Mayor Charles B. Roth, Chairman presiding Commissioner John F. Burgess Commissioner Fortino B. Bonilla Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting June 4, 1984. (6.2) Approve the Minutes of the Special Meeting June 6, 1984. (6.3) Report on Petition 3872, with a recommendation from the City Engineer that the petition be denied. [Petition was filed by William Weis, Owner of the Heart of America Inn, Inc., requesting that the parking restriction on the west side of Westport Boulevard from the south line of Lot 6 to the north line of Lot 14, Block 3, Westport Exchange Addition be removed] 84-141 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that all items on the consent agenda be approved. Bill Weis, owner of Heart of America Inn said there had been "No Parking" signs there for 12 years and trucks had been parking there, but last March the Police started writing tickets. Dr. Les Eaton said that there was no through traffic and he couldn't see the need for the "No Parking" signs. 84-142 Moved by Commissioner Burgess, seconded by Commissioner Ritter that Item 6.3 be removed from the consent agenda and that it be referred back to the City Engineer for additional study. Aye: (5). Nay: (0). Motion adopted. The Mayor called for a vote on Commission Action 84-141. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None 1 ADMINISTRATION (8.1) First Reading Ordinance Number 84-9026 - authorizing the issuance of $200,000 Principal amount of Revenue Bonds for Byron F. Hutchison. 84-143 Moved by Commissioner Burgess, seconded by Commissioner Ritter that Ordinance Number 84-9026, authorizing the City of Salina, Kansas, to acquire for development purposes the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Byron F. Hutchison; authorizing and directing the issuance of $200,000 Principal amount of Revenue Bonds, Byron F. Hutchison Series of 1984, of said City for the purpose of providing funds to pay the cost of acquiring the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Byron F. Hutchison; and prescribing the form and authorizing the execution of a lease by and between said City and said individual, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.2) Report on Petition Number 3873, with a recommendation from the City Engineer that the petition be denied. [Petition was filed by Mrs. Rex McArthur for no thru truck traffic on Eastborough Road between Country Club Road and North Street] 84-144 Moved by Commissioner Burgess, seconded by Commissioner Hodges that the recommendation of the City Engineer be accepted and that Petition Number 3873 be denied. Aye: Roth (1). Nay: Bonilla, Burgess, Hodges, Ritter (4). Motion defeated. B. W. Kyle, #5 Eastborough said the heavy grain, concrete and sand trucks are tearing up the street. He said the residents don't want the expense of a new street. Mrs. Rex McArthur, #15 Eastborough said the road was put in by the County before they were in the city limits. She said since they rebuilt the bridge on East North Street they have been getting semi truck traffic. Lester Paronto, #7 Eastborough said the semi trucks are not all the problem, that there is also concrete and sand trucks traffic. Mrs. B. W. Kyle, #5 Eastborough suggested putting a weight limit on the street. 84-145 Moved by Commissioner Burgess, seconded by Commissioner Bonilla that the residents of Eastborough Road get together with the Engineering Department and see if they could come up with a workable solution acceptable to the city and the property owners. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS None 84-146 Moved by Commissioner Bonilla, seconded by Commissioner Burgess that the Regular Meeting of the Board of Commissioners be adjourned.
