The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, May 21, 1984 at four p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
The Mayor proclaimed the Month of May, 1984 - POPPY MONTH", and May
26th as "POPPY DAY". The proclamation was read by Jean Scribner, President
of the American Legion Auxiliary.
The Mayor proclaimed Saturday, May 26, 1984 - "POPPY DAY". The
proclamation was read by Merlin Stevens, Commander of VFW Post 1432.
The Mayor proclaimed the Week of May 20 through 26, 1984 - "NATIONAL
INSURANCE WOMEN'S WEEK". No one was present to read the proclamation.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the advisability of paving, grading, storm sewer and
sanitary sewer improvements in Fairway Estates Addition. [Improvements were
requested in Petition Number 3868, filed by Roy Presley] The public hearing was
adjourned for two weeks at the May 7, 1984 meeting.
(5.1a) City Engineer reported on the sufficiency of protest petition number
3871, filed by property owners within the benefit district.
(5.1b) Resolution Number 84-3713, determining the advisability of certain
paving, grading, storm sewer and sanitary sewer improvements in Fairway
Estates Addition.
The City Manager explained that the property owners had met with the
Engineering Department about the project. No property owners were present at
the hearing.
The Mayor declared the public hearing closed.

Resolution Number 84-3713, determining the advisability of certain paving,
grading, storm sewer and sanitary sewer improvements, estimating the cost
thereof, defining the boundaries of the improvement district, method of
assessment, and apportioning the cost between the improvement district and the
city -at -large, be adopted. Aye: (4). Nay: (0). Motion adopted.

(6.1) Approve the Minutes of the Regular Meeting May 14, 1984.
(6.2) Petition Number 3872, filed by William E. Weis, Owner of the Heart of
America Inn, Inc., for the removal of the no parking limits for the west side
of Westport Boulevard from the south line of Lot 6 to the north line of Lot 14,
Block 3, Westport Exchange Addition. [Referred to the City Engineer for a
recommendation.]
(6.3) Petition Number 3873, filed by Mr. and Mrs. Rex McArthur, for no thru
truck traffic. Their residential street [Eastborough Road] is being torn up by
grain trucks and cement trucks since the new bridge was installed on North
Street Road. Tonnage should be limited to light trucks and 30 mph should be
Posted. [Referred to the City Engineer for a recommendation.]
Moved by Commissioner Burgess, seconded by Commissioner Bonilla that
all items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion
adopted.

ADMINISTRATION
(8.1) Resolution Number 84-3714 - authorizing certain paving and grading
improvements, estimating the cost thereof, ordering
specifications and the estimate of costs. Preparation of plans and

Moved by Commissioner Burgess, seconded by Commissioner Bonilla that
Resolution Number 84-3714, authorizing certain paving and grading improvements,
estimating the cost thereof, ordering preparation of plans and specifications and
the estimate of costs, be adopted. Aye: Bonilla, Burgess, Roth (3). Nay: (0).
Commissioner Ritter abstained. Commissioner Hodges absent. Motion adopted.
(8.2) First Reading Ordinance Number 84-9024, annexing land to the City of
Salina, Kansas, in conformity with K.S.A. 12-520(b). [Animal shelter and Land
Fill Sites]
Moved by Commissioner Bonilla, seconded by Commissioner Ritter that
Ordinance Number 84-9024, annexing land to the City of Salina, Kansas, in
conformity with K.S.A. 12-520(b), be introduced for first reading. Aye: (4).
Nay: (0). Motion adopted.
(8.3) Request by United Securities to discuss the final details of the City
of Salina, Kansas Combined Water and Sewerage System Revenue Bonds proposed
refunding, and to authorize United Securities, Inc. to purchase the bonds.
Mayor Roth announced there will be a Special Meeting of the Board of
Commissioners on Wednesday, May 23, 1984, at 4:00 p.m. to consider and vote upon
the final adoption of Ordinance Number 84-9025 authorizing and directing the
issuance of $3,105,000 principal amount of combined water and sewage system
refunding revenue bonds, series of 1984.
