The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, May 14, 1984, at four p.m.
There were present:
Mayor Charles B. Roth, Chairman presiding
Commissioner John F. Burgess
Commissioner Merle A. Hodges
Commissioner Joseph M. Ritter
comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of May 13 through 19, 1984 - "HISTORIC
PRESERVATION WEEK". The proclamation was read by Becky Hessel Garten, Assistant
Director of Planning and Community Development.
(4.2) The Mayor proclaimed the week of May 15 through 21, 1984 - "NATIONAL
POLICE WEEK". The proclamation was read by Pastor Jim Gearhart, Police Chaplain
Coordinator.

ADMINISTRATION
(8.1) Resolution Number 84-3712 - determining the advisability of certain
paving and grading improvements in Valley View Addition. [Improvements were
requested in Petition Number 3870, filed by Joseph M. Ritter]
84-121 Moved by Commissioner Burgess, seconded by Commissioner Hodges that
Resolution Number 84-3712, determining the advisability of certain paving and
grading improvements, estimating the cost thereof, defining the bounaries of the
improvement district, method of assessment, and apportioning the cost between
the improvement district and the city -at -large, be adopted. Aye: (4). Nay:
(0). Motion adopted.
(8.2) Second Reading Ordinance Number 84-9022 - providing procedures for the
impoundment and removal of vehicles parked continuously upon any street for
twenty-four (24) hours or more; amending Section 38-43 of the Salina Code and
repealing the existing section.

(8.3) Second Reading Ordinance Number 84-9023 - making it unlawful to park
on private property without the consent of the owner; providing penalties and
procedures for removal of said vehicles; amending Section 38-42 of the Salina
Code and repealing the existing section.

the consent of the owner; providing penalties and procedures for removal of said
vehicles; amending Section 38-42 of the Salina Code and repealing the existing

Motion adopted.
(8.4) Request by R. L. (Ed) Boswell, to discuss the closing of the Chicago
Street - Union Pacific Railroad crossing.
Mr. Boswell was present and asked the Commission to consider the
closing of the Chicago Street - UPRR crossing for several reasons: 1) the safety
factor, 2) the crossing is not eligible for federal funds for crossing signals
because there is insufficient traffic at the crossing, 3) maintenance is a
problem because of the elevation of the crossing, and 4) he talked with twelve
people who might use the crossing, and had only three negative comments about the
closing.

action be delayed on this matter. Aye: (4). Nay: (0). Motion adopted.

WHEREAS, the Board of Cam-issioners has heretofore by Resolution
No. 84-3702 authorized United Securities, Inc. to develope a comprehensive
and definitive plan for refuding of the City's outstanding Combined Water
and Sewerage System Revenue Bonds, dated May 1, 1978; and,
WHEREAS, United Securities, Inc. has determined that if the bonds
can be refunded at the present interest rates that the refunding is
feasible; and,
%MREAS, the bond market at this time is very volatile due to the
Present economic conditions and any significant change in the interest
rates could make the refunding plan not feasible.
NOW FORE, I, Charles B. Roth, Mayor of the City of Salina,
Kansas, pursuant to K.S.A. 12-3001 hereby declare that a public emergency
exists in regards to the adoption of Ordinance No. 84-9025
