04-02-1984 Minutes.. aj CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS APRIL 2, 1984 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, April 2, 1984, at four p.m. There were present: Mayor John F. Burgess, Chairman presiding Commissioner Fortino B. Bonilla Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Merle A. Hodges, M.D. Commissioner Charles B. Roth None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of April 8 through 14, 1984 - "NATIONAL LIBRARY WEEK". The proclamation was read by Elvita Landau, Head of Adult Services. (4.2) The Mayor proclaimed Friday, April 13, 1984 - "SCHOOL LIBRARY MEDIA CENTER DAY". The proclamation was read by Mary Jo Reed, Director of Media Services for USD 305. (4.3) The Mayor proclaimed the Week of April 8 through 14, 1984 - "SALINA VITA VOLUNTEER WEEK". The proclamation was read by George Easter, Vita Coordinator for the Salina Area. (4.4) The Mayor proclaimed the Month of April, 1984 - "FAIR HOUSING MONTH". The proclamation was read by Gina McDonald, Chairman of Community Housing Resources Board. (4.5) The Mayor proclaimed the Week of April 1 through 7, 1984 - "THE WEEK OF THE YOUNG CHILD". The proclamation was read by Barbara Houdek, Local President of Salina Association for the Education of Young Children. (4.6) The Mayor proclaimed the Week of April 8 through 14, 1984 - "PRIVATE PROPERTY WEEK". The proclamation was read by David Holmgren, Private Property Committee Person. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the possible issuance of $200,000 Economic Development Bonds for Byron Hutchison. There were no protests, written or oral filed. 84-80 Moved by Commissioner Ritter, seconded by Commissioner Burgess, that Resolution Number 84-3704, A resolution indicating the intention of the City of Salina to issue $200,000 Revenue Bonds for Byron F. Hutchison pursuant to Kansas Economic Revenue Bond Act, be adopted. Aye: Ritter, Burgess (2). Nay: Bonilla (1). Motion adopted. 1 —Z +j U CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting March 26, 1984. (6.2) Resolution Number 84-3705 - determining the advisability of certain curbing, guttering, paving, grading, storm sewer, sanitary sewer, water main and service improvements in the Replat of Faith Addition. [Requested in Petition Number 3867 filed by Robert Gile] (6.3) Recommendation from the City Engineer that a request made by Wilbur Construction Company for the use of public property at Santa Fe and Elm Street for aesthetic purposes be approved with the stipulation that the tree planting conform to the pattern already established on Santa Fe Avenue. (6.4) Report on the sufficiency of Petition Number 3868, filed by Roy Presley for paving, grading and sanitary sewer improvements in Fairway Estates Addition, and a feasibility report filed for the improvements. (6.5) Resolution Number 84-3706 - directing and ordering a public hearing on the advisability of paving, grading, and sanitary sewer improvements in a certain district and giving notice of such hearing. Motion adopted. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Zoning Application 84-2, filed by R. S. and G Land Company for the rezoning of approximately 75.28 acres in the NJ SEI Section 3, Township 15 South, Range 3 West, to District I-3, be approved subject to platting. Moved by Commissioner Bonilla, seconded by Commissioner Ritter that the recommendation of the City Planning Commission be accepted and that Ordinance Number 84-9015, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. (7.2) Recommendation from the City Planning Commission that Zoning Application 84-3, filed by Paul Morse for the rezoning of Lot 13, Block 3, Van Trine Addition to District R-3, be approved. 84-83 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that the recommendation of the City Planning Commission be accepted and that Ordinance Number 84-9016, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. ADMINISTRATION (8.1) Second Reading Ordinance Number 84-9009 - annexing certain land to the City of Salina, Kansas in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive. [Annexation Application 84-1, filed by S R & G Land Company] 84-84 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that Ordinance Number 84-9009, annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be adopted.
