The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, March 12, 1984 at four o'clock p.m.
There were present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) Resolution Number 84-3696 - a resolution expressing gratitude and
appreciation to James H. Yost for serving as an employee of the City of Salina
Fire Department from November 30, 1959 to March 6, 1984.
(4.2) The Mayor presented plaques of appreciation to past Board of Electrical
Examiners members: Larry Gagnon and Frank Wampler.
(4.3) The Mayor proclaimed the Week of March 11 through 17, 1984 - "GIRL
SCOUT WEEK". The proclamation was read by Judy Lull, Senior Girl Scout. Kelly
Thirkell, Angela Bird and Jennifer Goates stood with her.
(4.4) The Mayor proclaimed the Week of March 11 through 17, 1984 - "AMERICAN
ASSOCIATION OF UNIVERSITY WOMEN WEEK". The proclamation was read by Verna Mae
Johnson, President of the Salina Branch of University Women.

(6.1) Approve the Minutes of the Regular Meeting March 27, 1984.
(6.2) Petition Number 3866 filed by Elly Ritter for the vacation of the
easement on the west property line of Lot 9, Block 3, Valley View Addition.
(Referred to the City Engineer for a recommendation)
(6.3) Petition Number 3867 filed by Robert Gile for curbing, guttering,
paving, grading, storm sewer, sanitary sewer, and water main improvements in the
Replat of Faith Addition. (Referred to the City Engineer for a recommendation)
(6.4) Report on bids received March 1, 1984 for Engineering Project 83-714
for the construction of a drainage channel in the Replat of Georgetown Addition
and Presbyterian Manor Subdivision. (Awarded to Frank Construction for
$6,052.00)
(6.5) City Engineer filed plans and specifications for roof improvements on
Fire Station Number 1. [Engineering Project 84-716]
(6.6) Recommendation from the City Planning Commission that Urban Renewal
Application 84-1, filed by Premier Pneumatics, Inc. for the approval of the
final development plan of Blocks 11 and 12, Northeast Industrial Park be
approved.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 84-9005 - authorizing and directing
the issuance and delivery of $425,000 General Obligation Bonds, Series F-230.
84-60 Moved by Commissioner Roth, seconded by Commissioner Ritter that
Ordinance Number 84-9005, authorizing and directing the issuance and delivery
of $425,000 principal amount of General Obligation Bonds, Series F-230 of the
City of Salina, Kansas, for the purpose of providing funds to pay the cost of
acquiring fire fighting equipment to be used by the Fire Department of the City
of Salina, Kansas; prescribing the form and details of said bonds; providing for
the levy and collection of an annual tax for the purpose of paying the principal
of and interest on said bonds as they become due; and authorizing an agreement
between the City and the bond registrar, be adopted. Aye: Bonilla, Hodges,
Ritter, Roth, Burgess. (5). Nay: (0). Motion adopted.
(8.2) First Reading Ordinance Number 84-9006 - relating to private wastewater
disposal systems, amending Section 18-75 of the Salina Code and repealing the
existing section.

Ordinance Number 84-9006, relating to private wastewater disposal systems,
amending Section 18-75 of the Salina Code and repealing the existing section be
introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
(8.3) First Reading Ordinance Number 84-9007 - relating to use of public and
private sewers and drains, installation and connection of building sewers and
drains, discharge criteria for municipal sewer system, penalties for violations
of sewer use requirements and industrial pretreatment program requirements;
amending Chapter 41 of the Salina Code.

Ordinance Number 84-9007, relating to use of public and private sewers and
drains, installation and connection of building sewers and drains, discharge
criteria for municipal sewer system, penalties for violations of sewer use
requirements and industrial pretreatment program requirements; amending Chapter
41 of the Salina Code, be introduced for first reading. Aye: (5). Nay: (0).

(8.4) Resolution Number 84-3697 - requesting that an area in the City of
Salina and an industrial park outside the corporate limits of the City of Salina
be designated as an enterprise zone as authorized by K.S.A. 12-17,109, and
repealing Resolution Number 83-3641.
84-63 Moved by Commissioner Roth, seconded by Commissioner Bonilla that
Resolution Number 84-3697 requesting that an area in the City of Salina and an
industrial park outside the corporate limits of the City of Salina be designated
as an enterprise zone as authorized by K.S.A. 12-17,109, and repealing Resolution
Number 83-3641, be adopted. Aye: (5). Nay: (0). Motion adopted.
(8.5) Resolution Number 84-3698 - determining the incentives to be provided
by the City of Salina for an enterprise zone, and repealing Resolution Number
83-3642.

Resolution Number 84-3698, determining the incentives to be provided by the City
of Salina for an enterprise zone, and repealing Resolution Number 83-3642, be
adopted. Aye: (5). Nay: (0). Motion adopted.
(8.6) Request by H. Stewart Mann, representative of Salina Presbyterian
Manor, for a break in the restricted access to the Presbyterian Manor along
Crawford.
84-65 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
the request be referred to the City Engineer for a recommendation.
(8.7) Request by Byron F. Hutchison, 903 East Prescott, for $200,000
Industrial Revenue Bonds.
84-66 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
Commission recess into executive session for 5 minutes to discuss the possible
issuance of industrial revenue bonds. Aye: (5). Nay: (0). Motion adopted.
The commission recessed at 4:11 p.m. and reconvened at 4:16 p.m.
84-67 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
City Clerk be instructed to publish a notice of hearing to be held at 4:00 p.m.
on April 2, 1984, for the possible issuance of $200,000 Industrial Revenue Bonds
for Byron F. Hutchison. Aye: (5). Nay: (0). Motion adopted.
84-68 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay:
(0). Motion adopted. The meeting adjourned at 4:18 p.m.
