REGULAR MEETING OF THE BOARD OF COMMISSIONERS
FEBRUARY 27, 1984
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, February 27, 1984, at four o'clock p.m.
There were present:
Mayor John F. Burgess, Chairman presiding
Commissioner Fortino B. Bonilla
Commissioner Merle A. Hodges
Commissioner Charles B. Roth
Commissioner Joseph M. Ritter
comprising a quorum of the Board, also present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Month of March, 1984 - "YOUTH ART MONTH".
The Proclamation was read by Andrea and Jason Belthazer, Students of Heusner
School.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 13, 1984.
(6.2) Report on bids received at 2:00 p.m. for the sale of $425,000 General
Obligation Bonds, Series F-230, for Fire Equipment.
(6.3) Report on bids received February 23, 1984 for vehicle and equipment
for various departments.
(6.4) Resolution Number 84-3695 - determining that it is necessary that the
City of Salina acquire certain land for the improvement of East Iron Avenue and
that the Mayor be authorized to execute such instruments as may be necessary to
dedicate said land for said purposes.
(6.5) Report on bids received February 23, 1984 for roofing the Salina
Municipal Golf Course Club House.
Moved by Commissioner Bonilla, seconded by Commissioner Hodges, that
all items on the consent agenda be approved. Aye: (5). Nay: (0). Motion
adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Plat Application
83-2A, filed by Roy A. Presley, for the approval of the final plat of Fairway
Estates Addition be approved.
84-55 Moved by Commissioner Hodges, seconded by Commissioner Bonilla, that
the recommendation of the City Planning Commission be accepted, and that the
Mayor be authorized to sign the final plat of Fairway Estates Addition. Aye:
(5). Nay: (0). Motion adopted.
(7.2) Recommendation from the City Planning Commission that Zoning
Application 83-9, filed by R and D Investments, for the rezoning of a tract of
land in the SEI of the NEI and the NEI of the SEI of Section 19, Township 14
South, Range 2 West to R-1 and R-1(FP) be approved.
Dr. James Dowell, 965 Marymount, opposes cutting the size of lots down
to less that 2 an acre, and urged the Commission to vote against the rezoning.
Mrs. James Dowell, 965 Marymount, remarked she would like to see 1
acre tracts.
Ralph Bennett, 950 Marymount, asked how many houses could be built.
He was told 14 or 15. He was also concerned about the water run off.
Mrs. Rosetta Ogborn, said there will be a dedicated easement for
water run off for this area.
84-56 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
recommendation of the City Planning Commission be accepted and that Zoning
Application 83-9, filed by R and D Investments, for the rezoning of a tract of
land in the SEI of the NEI and the NEI of the SEI of Section 19, Township 14
South, Range 2 West to District R-1 and R-1(FP) be approved and that Ordinance
Number 84-9004, providing for the amendment of Ordinance Number 8526, the same
being chapter 42 of the Salina Code, and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the
city and prescribing the proper uses thereof, be introduced for first reading.
Aye: Hodges, Ritter, Roth, Burgess (4). Nay: Bonilla (1). Motion adopted.
ADMINISTRATION
(8.1) First Reading Ordinance Number 84-9005 - authorizing and directing the
issuance and delivery of $425,000 principal amount of General Obligation Bonds,
Series F-230 of the City of Salina, Kansas.
84-57 Moved by Commissioner Ritter, seconded by Commissioner Hodges that
Ordinance Number 84-9005, authorizing and directing the issuance and delivery
of $425,000 principal amount of General Obligation Bonds, Series F-230 of the
City of Salina, Kansas, for the purpose of providing funds to pay the cost of
acquiring fire fighting equipment to be used by the Fire Department of the
City of Salina, Kansas; prescribing the form and details of said bonds;
providing for the levy and collection of an annual tax for the purpose of
paying the principal of and interest on said bonds as they become due; and
authorizing an agreement between the City and the bond register, be introduced
for first reading. Aye: (5). Nay: (0). Motion adopted.
84-58 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay:
(0). Motion adopted. The meeting adjourned at 4:20 p.m.
