The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, February 13, 1984, at four o'clock p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of February 12 through 18, 1984 - "OFFICE
EDUCATION ASSOCIATION WEEK". The proclamation was read by Jamie Sweeney, Student
at Salina High School South, and a part time employee at the Salina Water and
Sewerage Office.
(4.2) The Mayor proclaimed the Week of February 19 through 25, 1984 -
"ENGINEER'S WEEK". The proclamation was read by Wade Culwell, Chapter President.
(4.3) The Mayor proclaimed the Week of February 12 through 18, 1984 -
"VOCATIONAL EDUCATION WEEK". The proclamation was read by Dennis Rayl, Student.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 6, 1984.
(6.2) Report on bids received February 13, 1984 for the remodeling and
reroofing of the Salina Municipal Golf Course Club House. (Remodeling bid was
awarded to L & S Building Contractors for $131,988.00; reroofing bids were
rejected because all exceeded the Engineer's Estimate. February 23, 1984 at
10:00 a.m. has been set to receive bids on reroofing the Municipal Golf Course
Club House)
(6.3) City Engineer files plans and specifications for drainage channel
improvements in the Replat of Georgetown Addition and Presbyterian Manor
Subdivision. Set March 1, 1984 to receive bids.
(6.4) Resolution Number 84-3693 - relating to benefits obtainable by cities
under the program for federal and state aid on highway construction. [Project
85 U 0889-01, HES 4817(003). Safety projects for widening the east leg of
Magnolia for left turn land, installing new traffic signals and pavement markings
at the intersection of Ninth Street and Magnolia Road]

(6.5) Resolution number 84-3694 - relating to benefits obtainable by cities
under the program for federal and state aid on highway construction. [Project
85 U 0891, HES 4817(004). Realignment of 9th street and installing of new
traffic signals and pavement markings at the intersection of Ninth Street and
South Street]
Moved by Commissioner Hodges, seconded by Commissioner Ritter that all
items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 84-9001 - Providing for the amendment
of Ordinance Number 8526, the same being Chapter 42 of the Salina Code and the
Zoning District Map therein and thereby adopted and providing for the rezoning of
certain property within the city and prescribing the proper uses thereof.
[Z83-5, filed by Tim Howison for the rezoning of the South 60' of Lots 21 and 23,
Kirwin Avenue, Addition to the Grounds of KWU Addition]
Moved by Commissioner Ritter, seconded by Commissioner Hodges that
Ordinance Number 84-9001, providing for the amendment of Ordinance Number 8526,
the same being Chapter 42 of the Salina Code and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within
the city and prescribing the proper uses thereof, be adopted. Aye: Hodges,
Ritter, Roth, Burgess (4). Nay: (0). Commissioner Bonilla absent. Motion
adopted.
(8.2) Second Reading Ordinance Number 84-9002 - Pertaining to use limitations
in the C-1, C-2, C-3, C-5, C-6, I-1, I-2, I-3 Districts; amending Sections
42-256, 42-271, 42-286, 42-320, 42-336, 42-351, 42-366, 42-386 of the Salina Code
and repealing the original sections. [Z83-7, filed by Larry Henley for a change
in the Salina Code which pertains to screening or commercial and industrial
property from residential property.]
Moved by Commissioner Roth, seconded by Commissioner Hodges that
Ordinance Number 84-9002, - Pertaining to use limitations in the C-1, C-2, C-3,
C-5, C-6, I-1, I-2, I-3 Districts; amending Sections 42-256, 42-271, 42-286,
42-320, 42-336, 42-351, 42-366, 42-386 of the Salina Code and repealing the
original sections, be adopted. Aye: Hodges, Ritter, Roth, Burgess (4). Nay:
(0). Commissioner Bonilla absent. Motion adopted.
(8.3) Second Reading Ordinance Number 84-9003 - Pertaining to bulk
regulations in the A-1, RS, R, R-1, R-2, R-2.5, R-3, MH -S, C-1, C-2, C-3, C-5,
C-6, I-2, I-3 Districts; amending Sections 42-115, 42-130, 42-145, 42-160,
42-175, 42-190, 42-205, 42-221, 42-255, 42-270, 42-286, 42-320, 42-335, 42-365,
42-385 of the Salina Code and repealing the existing sections. [Z83-8, filed by
Salina City Planning Commission for the amendment of several sections of the
Salina Code, pertaining to front yard setbacks on corner lots.]
Moved by Commissioner Ritter, seconded by Commissioner Hodges that
Ordinance Number 84-9003, pertaining to bulk regulations in the A-1, RS, R, R-1,
R-2, R-2.5, R-3, MH -S, C-1, C-2, C-3, C-5, C-6, I-2, I-3 Districts; amending
Sections 42-115, 42-130, 42-145, 42-160, 42-175, 42-190, 42-205, 42-221, 42-255,
42-270, 42-286, 42-320, 42-335, 42-365, 42-385 of the Salina Code and repealing
the existing sections, be adopted. Aye: Hodges, Ritter, Roth, Burgess (4).
Nay: (0). Motion adopted.
(8.4) Recommendation from the Engineering Department and Planning Department
that a request for a variance with Section 35-133 of the Salina Code, filed by
Les Appleby for Block 9 Meyer Addition, be approved.
Moved by Commissioner Roth, seconded by Commissioner Hodges that the
recommendation of the City Engineer be accepted and that the request be approved.

(8.5) Authorize the Mayor to sign an agreement with American Redevelopment, j
Inc. I
84-52 Moved by Commissioner Hodges, seconded by Commissioner Roth that the
Mayor be authorized to sign this agreement after it is prepared and approved by
the City Attorney. Aye: (4). Nay: (0). Motion adopted.
OTHER BUSINESS
The Mayor, with the approval of the City Commissioners, made the
following appointments
Board of Electrical Examiners
Dale Watson, Electrical Contractor, appointed to succeed Larry Gagnon for a 2
year term to July 24, 1985.
Richard Watson, Journeyman Electrician, appointed to succeed Frank Wampler
electrical__ contractor for a 2 year term to July 24, 1985,
