02-06-1984 MinutesX17 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS February 6, 1984 g 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, February 6, 1984, at four o'clock p.m. There were present: Mayor John F. Burgess, Chairman presiding Commissioner Fortino B. Bonilla Commissioner Merle A. Hodges Commissioner Charles B. Roth Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: L. 0. Bengtson, City Attorney None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor presented plaques of appreciation to past board and 1 commission members: Jerry Robertson and John Wickersham, Board of Electrical Examiners; Mrs. Melvin Eshelman and J. Q. Rodriguez, Housing Advisory and Appeals Board. (4.2) The Mayor proclaimed the Week of February 6 through 12, 1984 - "CIRCLE K WEEK". The proclamation was read by Joy Oliver, President of Circle K Club, at KTI. (4.3) The Mayor proclaimed the Month of February, 1984 - "AMERICAN HISTORY MONTH". The proclamation was read by Carol Brown, American History Chairwoman of the Daughters of the American Revolution. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the possible issuance of $200,000 Industrial Revenue Bonds for Famdoc, Inc., 617 East Elm. No protests, written or oral were filed, and the Mayor declared the jpublic hearing closed. i I 84-37 Moved by Commissioner Roth, seconded by Commissioner Ritter that Resolution Number 84-3691, a resolution indicating the intention of the City of Salina to issue $200,000 Revenue Bonds for Famdoc, Inc., be adopted. Aye: Ritter, Roth, Burgess (3). Nay: Bonilla, Hodges (2). Motion adopted. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting January 23, 1984. Motion j adopted. �1 DEVELOPMENT BUSINESS (7.3) Recommendation from the City Planning Commission that Zoning Application 83-8, filed by the Salina City Planning Commission, for the amendment of several sections of the Salina Code, pertaining to front yard setbacks on corner lots, be approved. 84-41 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that the recommendation of the City Planning Commission be accepted and that Ordinance Number 84-9003, providing for the amendment of certain sections of the Salina Code, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. ADMINISTRATION (8.1) Third Reading Ordinance Number 84-8999 - Granting Southwestern Bell Telephone Company a franchise to operate its telephone business in the City of Salina; defining the manner and place of construction of its lines and providing for an annual payment to be made to the City of Salina, Kansas. 84-42 Moved by Commissioner Hodges, seconded by Commissioner Roth that Ordinance Number 84-8999, granting Southwestern Bell Telephone Company a franchise to operate its telephone business in the City of Salina; defining the i manner and place of construction of its lines and providing for an annual payment to be made to the City of Salina, Kansas, be adopted. (8.2) Second Reading Ordinance Number 84-9000 - pertaining to the vacation of Avalon Drive and the issuance of building permits in Park West Addition to the City of Salina, Saline County, Kansas, amending Ordinance Number 8603. 84-43 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that I Ordinance Number 84-9000, pertaining to the vacation of Avalon Drive and the issuance of building permits in Park West Addition to the City of Salina, Saline j County, Kansas, amending Ordinance Number 8603, be adopted. Aye: Bonilla, 1 Hodges, Ritter, Roth, Burgess (5). Nay: (0). Motion adopted. {(8.3) Request by Les Appleby that the City Commission consider a waiver on the driveway layouts that do not meet the zoning requirements in the Pepper Tree Estates, Block 9, Meyer Addition. 84-44 Moved by Commissioner Roth, seconded by Commissioner Hodges that the request be referred to the City Engineer for a recommendation. Aye: (5). Nay: (0). Motion adopted. (7.1) Recommendation from the City Planning Commission that Zoning Application 83-5, filed by Tim Howison for the rezoning of the South 60 feet of Lots 21 and 23, Kirwin Avenue, Addition to the Grounds of KWU Addition, be approved. 84-39 Moved by Commissioner Ritter, seconded by Commissioner Roth that the recommendation of the City Planning Commission be accepted and that Ordinance Number 84-9001, providing for the rezoning of certain property be introduced for first reading. (7.2) Recommendation from the City Planning Commission that Zoning Application 83-7, filed by Larry Henley for a change in the Salina Code which pertains to screening of commercial and industrial property from residential property be approved. 84-40 Moved by Commissioner Roth, seconded by Commissioner Ritter that the recommendation of the City Planning Commission be accepted and that Ordinance Number 84-9002, providing for the amendment of certain sections in the Salina Code, be introduced for first reading.
