The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, January 23, 1984, at four o'clock p.m.
There were present:

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting January 16, 1984.
(6.2) Resolution Number 84-3688 - a resolution relating to benefits
obtainable by cities under the program for federal and state aid on highway
construction.

(8.1) Second Reading Ordinance Number 84-8997 - providing for the amendment
of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the
Zoning District Map therein and thereby adopted and providing for the proper
uses thereof. [PDD application 83-6, filed by Gary and Kathleen Brown for the
rezoning of Lots 2 and 4, Surveyor's Plat 18 and part of Lot 2, Surveyor's Plat
34]
84-27 Moved by Commissioner Bonilla, seconded by Commissioner Ritter that
Ordinance Number 84-8997, providing for the amendment of Ordinance Number 8526,
the same being Chapter 42 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the proper uses thereof, be adopted. Aye:
Bonilla, Hodges, Ritter, Burgess (4). Nay: (0). Commissioner Roth, absent.

(8.2) Second Reading Ordinance Number 84-8998 - pertaining to the regulation
and inspection of food service establishments within the City of Salina, Kansas;
adopting by reference the "Food Service Establishment Regulations" provided by
K.A.R. 28-36-20 through K.A.R. 28-36-29 and repealing any ordinances in conflict
therewith.
84-28 Moved by Commissioner Ritter, seconded by Commissioner Hodges, that
Ordinance Number 84-8998, pertaining to the regulation and inspection of food
service establishments within the City of Salina, Kansas; adopting by reference
the "Food Service Establishment Regulations" provided by K.A.R. 28-36-20 through
K.A.R. 28-36-29 and repealing any ordinances in conflict therewith, be adopted.

(8.3) Second Reading Ordinance Number 84-8999 - Granting Southwestern Bell
Telephone Company a franchise to operate its telephone business in the City of
Salina; defining the manner and place of construction of its lines and providing
for an annual payment to be made to the City of Salina, Kansas.

Avalon Drive and the issuance of building permits in Park West Addition to the
City of Salina, Saline County, Kansas, amending Ordinance Number 8603.

Ordinance Number 84-9000, pertaining to the vacation of Avalon Drive and the
issuance of building permits in Park West Addition to the City of Salina, Saline
County, Kansas, amending Ordinance Number 8603, be introduced for first reading.
Aye: (4). Nay: (0). Motion adopted.
(8.5) Resolution Number 84-3689 - amending the restricted access to Park West
Addition as shown on the plat thereof.

Resolution Number 84-3689, amending the restricted access to Park West Addition
as shown on the plat thereof, be adopted. Aye: (4). Nay: (0). Motion adopted.
(8.6) Resolution Number 84-3690 - authorizing the Mayor to execute a special
warranty deed to Q. A. Applequist. (IRB issue will pay out February 1, 19841

Resolution Number 84-3690, authorizing the Mayor to execute a special warranty
deed to Q. A. Applequist, be adopted. Aye: (4). Nay: (0). Motion adopted.
(8.7) Recommendation from the School Safety Committee that a signal system be
installed at the Schilling Road at Royal Drive school crossing. [Requested by
Petition Number 3862, filed by James F. Voight]
84-33 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that
the recommendation of the School Safety Committee be accepted and that a signal
system be installed at the Schilling Road at Royal Drive school crossing. Aye:
(4). Nay: (0). Motion adopted.
(8.8) Application for $200,000 Industrial Revenue Bonds filed by Famdoc,
Inc., 617 East Elm.
84-34 Moved by Commissioner Hodges, seconded by Commissioner Ritter that the
Commission recess into executive session for not to exceed 15 minutes to discuss
the possible issuance of Industrial Revenue Bonds. Aye: (4). Nay: (0). Motion
adopted.
The Commission recessed at 4:13 p.m. and reconvened at 4:27 p.m.

the City Clerk be instructed to publish notice of public hearing for the possible
issuance of $200,000 Industrial Revenue Bonds for Famdoc, Inc., to be held
