Burgess, Chairman presiding Commissioner Fortino B. Bonilla Commissioner Merle A. Hodges Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Charles B. Roth CITIZEN FORUM None AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting January 16, 1984. (6.2) Resolution Number 84-3688 - a resolution relating to benefits obtainable by cities under the program for federal and state aid on highway construction. 84-26 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that all items on the Consent Agenda be approved. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 84-8997 - providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the proper uses thereof. [PDD application 83-6, filed by Gary and Kathleen Brown for the rezoning of Lots 2 and 4, Surveyor's Plat 18 and part of Lot 2, Surveyor's Plat 34] 84-27 Moved by Commissioner Bonilla, seconded by Commissioner Ritter that Ordinance Number 84-8997, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the proper uses thereof, be adopted. Motion adopted. �1 (8.2) Second Reading Ordinance Number 84-8998 - pertaining to the regulation and inspection of food service establishments within the City of Salina, Kansas; adopting by reference the "Food Service Establishment Regulations" provided by K.A.R. 28-36-20 through K.A.R. 28-36-29 and repealing any ordinances in conflict therewith. 84-28 Moved by Commissioner Ritter, seconded by Commissioner Hodges, that Ordinance Number 84-8998, pertaining to the regulation and inspection of food service establishments within the City of Salina, Kansas; adopting by reference the "Food Service Establishment Regulations" provided by K.A.R. 28-36-20 through K.A.R. 28-36-29 and repealing any ordinances in conflict therewith, be adopted. (8.5) Resolution Number 84-3689 - amending the restricted access to Park West Addition as shown on the plat thereof. 84-31 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that Resolution Number 84-3689, amending the restricted access to Park West Addition as shown on the plat thereof, be adopted. (8.7) Recommendation from the School Safety Committee that a signal system be installed at the Schilling Road at Royal Drive school crossing. [Requested by Petition Number 3862, filed by James F. Voight] 84-33 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that the recommendation of the School Safety Committee be accepted and that a signal system be installed at the Schilling Road at Royal Drive school crossing. (8.8) Application for $200,000 Industrial Revenue Bonds filed by Famdoc, Inc., 617 East Elm. 84-34 Moved by Commissioner Hodges, seconded by Commissioner Ritter that the Commission recess into executive session for not to exceed 15 minutes to discuss the possible issuance of Industrial Revenue Bonds.
