01-16-1984 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JANUARY 16, 1984 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, January 16, 1984, at four o'clock p.m. There were present: Mayor John F. Burgess, Chairman presiding Commissioner Fortino B. Bonilla Commissioner Merle A. Hodges Commissioner Charles B. Roth Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager CITIZEN FORUM None AWARDS - PROCLAMATIONS None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting January 9, 1984. (6.2) Petition Number 3864 - filed by Clarys Reinbold against the proposed "tree dump" at the east end of the city park maintenance ground on East Stimmel Road. (Referred to the City Manager) (6.3) Resolution Number 84-3687 - authorizing the preparation and filing with the Kansas State Historical Society of an Historic Preservation Grant Application and designating the City Manager as the authorized representative of the City of Salina to act in connection with the application. 84-17 Moved by Commissioner Bonilla, seconded by Commissioner Ritter that all items on the consent agenda be approved. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Planned Development District Application 83-6, filed by Gary and Kathleen Brown for the rezoning of property in Lots 2 and 4, Surveyor's Plat 18 and part of Lot 1, Surveyor's Plat 34 be approved. 84-18 Moved by Commissioner Roth, seconded by Commissioner Bonilla that the recommendation of the City Planning Commission be accepted and that Planned Development District Application 83-6 be approved, and that Ordinance Number 84-8997, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code and the Zoning District Map therein and thereby 1adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. [Annexation application 83-2 filed by Gary and Kathleen Brown] 84-19 Moved by Commissioner Ritter, seconded by Commissioner Hodges that Ordinance Number 84-8993, annexing certain land to the City of Salina, Saline County, Kansas, in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be adopted. (8.5) First Reading Ordinance Number 84-8998 - pertaining to the regulation and inspection of food service establishments within the City of Salina, Kansas; adopting by reference the "Food Service Establishment Regulations" provided by K.A.R. 28-36-20 through K.A.R. 28-36-29 and repealing any ordinances in conflict therewith. 84-2.3 Moved by Commissioner Ritter, seconded by Commissioner Bonilla that Ordinance Number 84-8998, pertaining to the regulation and inspection of food service establishments within the City of Salina, Kansas; adopting by reference the "Food Service Establishment Regulations" provided by K.A.R. 2.8-36-20 through K.A.R. 28-36-29 and repealing any ordinances in conflict therewith, be introduced for first reading. (8.6) First Reading Ordinance Number - Granting Southwestern Bell Telephone Company a franchise to operate its telephone business in the City of Salina; defining the manner and place of construction of its lines and providing for an annual payment to be made to the City of Salina, Kansas. 84-24 Moved by Commissioner Roth, seconded by Commissioner Ritter that Ordinance Number 84-8999, granting Southwestern Bell Telephone Company a franchise to operate its telephone business in the City of Salina; defining the manner and place of construction of its lines and providing for an annual payment to be made to the City of Salina, Kansas, be introduced for first reading. Jim Lytle, Master Electrician, appointed to succeed John Wickersham, for a 2 year term to July 24, 1985. Ron Tremblay, Building Inspector, reappointed for a 2 year term to July 24, 1985. Heritage Commission Ken Bieberly, reappointed for a 3 year term to November 26, 1986. Wally Storey, reappointed for a 3 year term to November 26, 1986. Housing Advisory and Appeals Board Thomas W.
