12-12-1983 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS DECEMBER 12, 1983 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, December 12, 1983, at four o'clock p.m. There were present: Mayor John F. Burgess, Chairman presiding Commissioner Fortino B. Bonilla Commissioner Merle A. Hodges Commissioner Charles B. Roth Commissioner Joseph M. Ritter comprising a quorum of the Board, also present: D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: L. 0. Bengtson, City Attorney CITIZEN FORUM Don Jolley, Director of Parks and Recreation, introduced Frank Johnson, who is 89 years old and is the oldest "Green Thumb" worker in the State, and is still working for the Park Department. Mr. and Mrs. Johnson will celebrate their 76th wedding anniversary tomorrow. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting December 5, 1983. (6.2) Resolution Number 83-3683 - authorizing certain curbing, guttering, paving, grading, compaction, drainage structures and utility improvements, estimating the cost thereof, defining the boundaries of the improvement district and the city -at -large. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 83-8983 - prescribing the corporate limits of the City of Salina, Kansas, including land described in Ordinance Number 83-8972, and repealing Ordinance Number 82-8950. 83-217 Moved by Commissioner Roth, seconded by Commissioner Bonilla that Ordinance Number 83-8983, prescribing the corporate limits of the City of Salina, Kansas, including land described in Ordinance Number 83-8972, and repealing Ordinance Number 82-8950, be adopted. (8.3) First Reading Ordinance Number 83-8985 - repealing Ordinance Number 80-8771 which pertains to the rezoning of certain property in Twin Oaks II Subdivision of the City of Salina, Saline County, Kansas. (8.4) First Reading Ordinance Number 83-8986 - relating to water service lines and meters; providing the method for obtaining water service and payment for installation and maintenance thereof; adding Section 41-9; and amending Sections 41-28, 41-29, 41-30, 41-31, 41-38 and 41-39 of the Salina Code and repealing the existing sections. 83-220 Moved by Commissioner Roth, seconded by Commissioner Hodges that Ordinance Number 83-8986, relating to water service lines and meters; providing the method for obtaining water service and payment for installation and maintenance thereof; adding Section 41-9; and amending Sections 41-28, 41-29, 41-30, 41-31, 41-38 and 41-39 of the Salina Code and repealing the existing sections, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. (8.5) Report on bids received December 8, 1983 for a 100' aerial platform fire truck for the Salina Fire Department. Joel Hart, Great Plains Fire Equipment stated that the specifications on the fire truck were written around one manufacturer only. 83-221 Moved by Commissioner Roth, seconded by Commissioner Ritter that the contract be awarded to American Fire Equipment Company in the amount of $413,925.00, subject to the City Commission issuing $425,000 General Obligation Bonds in March, 1984.
