The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, September 26, 1983, at four o'clock p.m.
There were present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of October 3 through 8, 1983 - "NATIONAL
EMPLOY THE HANDICAPPED WEEK". The proclamation was read by Eileen Houltberg,
Program Coordinator for projects with industry.
(4.2) The Mayor proclaimed Saturday, October 15, 1983 - "TOOTSIE ROLL DAY".
The proclamation was read by Larry Maneth, Grand Knight of Council 601.
(4.3) The Mayor proclaimed the Month of October, 1983 - "PTA MEMBERSHIP
MONTH", and Sunday, October 2, 1983 - "STATE PTA SUNDAY". The proclamation was
read by Barbara Grimmett, 2nd Vice President of PTA city Council.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting September 19, 1983.
(6.2) City Engineer files plans and specifications for Engineering Project
83-707, for curbing, guttering, paving and grading North Third, East Harsh, and
East Otis Streets. (Set the date of October 13, 1983 to receive bids.)
(6.3) Set the date of October 17, 1983 for public hearing on the proposed
special assessments for Engineering Project 82-694 for curbing, guttering,
paving and grading Coachlight Lane and storm sewer.
(6.4) Set the date of October 17, 1983 for public hearing on the proposed
special assessments for Engineering Project 83-701 for Lateral Sanitary Sewer

(6.5) Resolution Number 83-3663 relating to benefits obtainable by cities
under the program for federal aid on highway construction. (Authorizing the
Mayor to sign an agreement with Kansas Department of Transportation for the
installation of traffic signs on various city streets.)
(6.6) City Engineer reports on the sufficiency of Petition Number 3857 filed
by Mrs. Helen Harper for the installation of water main in Cloud Street to serve
property on both sides of Cloud Street from Parkwood Drive east to the flood
control right-of-way.

(6.7) Petition Number 3858 - filed by Philip J. Holtgraves for curbing,
guttering, paving, grading, storm sewer improvements for certain streets in
Mayfair Addition.
(6.8) Recommendation from the City Planning Commission to approve
Miscellaneous Application 83-5, filed by William D. Smith for a waiver of the
surfacing requirements of the Urban Renewal regulations on a portion of Lots 1
and 2, Block 3, Northeast Industrial Park.
(6.9) Authorize the City Manager to enter into an agreement with Wilson and
Company, Engineers and Architects, for architectural services for the South
Salina Fire Station.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 83-8972 - annexing certain land to the
City of Salina, Kansas. [Annexation Application 83-1, filed by John and
Evangeline Jilka, et al.l
83-171 Moved by Commissioner Roth, seconded by Commissioner Hodges that
Ordinance Number 83-8972, annexing certain land to the City of Salina, Kansas,
in conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be
adopted. Aye: Bonilla, Hodges, Ritter, Roth, Burgess (5). Nay: (0). Motion
adopted.
(8.2) First Reading Ordinance Number 83-8974 - defining a street or highway
and providing that the provisions of the Uniform Traffic Code shall be
applicable to all areas open to vehicular traffic; amending the definition of a
street as the same appears in the uniform traffic code and repealing the
existing definition therein.

Ordinance Number 83-8974, defining a street or highway and providing that the

Ordinance Number 83-8975, making it unlawful to drive a vehicle off the roadway,
be introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
(8.4) First Reading Ordinance Number 83-8976 - prohibiting the operation of
a vehicle in excess of posted speed limit in school zones.
83-174 Moved by Commissioner Roth, seconded by Commissioner Ritter that
Ordinance Number 83-8976, prohibiting the operation of a vehicle in excess of
posted speed limit in school zones, be introduced for first reading. Aye: (5).

Commission recess into Executive Session to discuss a personnel matter for 20
minutes. Aye: (5). Nay: (0). Motion adopted.
The Commission recessed at 4:14 p.m. and reconvened at 4:36 p.m.
Moved by Commissioner Hodges, seconded by Commissioner Ritter that the
Commission recess into Executive Session for an additional 15 minutes.
The Commission recessed at 4:37 p.m. and reconvened at 4:52 p.m.
The Mayor said they had been evaluating the City Manager, and would
reevaluate him again September 1, 1984.

Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay:
(0). Motion adopted. The meeting adjourned at 4:53 p.m.
