REGULAR MEETING OF THE BOARD OF COMMISSIONERS
SEPTEMBER 12, 1983

The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, September 12, 1983, at four o'clock p.m.
There were present:
Mayor John F. Burgess, Chairman presiding
Commissioner Fortino B. Bonilla
Commissioner Merle A. Hodges
Commissioner Joseph M. Ritter
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of September 17 through 23, 1983 -
"CONSTITUTION WEEK". The proclamation was read by Ruby Mayden, Chairwoman of
Constitution Week, N S D A R, Mary Wade Strother Chapter of DAR.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on a request by James F. Frobenius, Roselawn Memorial
Cemetery, for vacation of a portion of land in Union Cemetery Addition.
Ed Carpenter, Attorney for Roselawn Cemetery, asked the City
Commission to make a determination on the merits of the case and remove the
dedication on Lot 7, Union Cemetery Addition.
John Paul Smith, stated he owns 12 spaces in Roselawn Cemetery and
asked the Commission to allow Roselawn Mortuary to reopen.
83-159 Moved by Commissioner Bonilla that the City recommend to the County
that the vacation be granted. The motion died for the lack of a second.
83-160 Moved by Commissioner Roth, seconded by Commissioner Ritter that
Resolution Number 83-3660, a resolution recommending the vacation of a certain
dedication on the plat of Union Cemetery Addition, be adopted. Aye: (5). Nay:
(0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting August 22, 1983.
(6.2) Approve the Minutes of the Special Meeting August 24, 1983. [Public
Hearing on the intention of the city to form a business improvement district.]
(6.3) Approve the Minutes of the Special Meeting August 25, 1983. [Public
hearing on the possible issuance of Industrial Revenue Bonds for the Central
Mall project]
(6.4) Approve the Minutes of the Special Meeting August 25, 1983. [Second
Reading Ordinance Number 83 8971 - establishing a business improvement district
for the Downtown Business District of Salina.]

(6.5) Petition Number 3857 - filed by Mrs. Helen C. Harper for the
installation of a water main in Cloud Street to serve property on both sides of
Cloud Street from Parkwood Drive east to the flood control right-of-way.
(6.6) City Engineer reports on bids received September 8, 1983 for
Engineering Project 83-708. (Machine Laid Seal)
83-161 Moved by Commissioner Ritter, seconded by Commissioner Hodges that all
items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted.
DEVELOPMENT BUSINESS
None
ADMINISTRATION
(8.1) City Engineer reports on Petition Number 3855, filed by Richard A.
Leiker, requesting that parking be restricted to one side of South Fifth Street,
from Crawford Street to Republic Street; and Petition Number 3856, filed by Cal
Miller, Jr. requesting that the parking on South Fifth Street be left as is.
Mr. Leiker was present to give his view of parking on one side of the
street. He said he feels no parking is needed on one side of the street for
safety reasons.
83-162 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
City Engineer's recommendation be accepted and that the parking be left as it
is. Aye: Bonilla, Roth, Ritter, Bonilla (4). Nay: Hodges (1). Motion
adopted.
OTHER BUSINESS
83-163 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
City Commission recess into executive session for 15 minutes to discuss a
personnel matter. Aye: (5). Nay: (0). Motion adopted.
The Commission recessed at 4:24 p.m. and reconvened at 4:38 p.m.
83-164 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
regular meeting of the Board of Commissioners be adjourned. Aye: (5). Nay:
(0). Motion adopted. The meeting adjourned at 4:39 p.m.
