SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
AUGUST 24, 1983
4:00 p.m.
The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Wednesday, August 24, 1983, at four o'clock p.m.
for the purpose of holding a public hearing on the intention of the City of
Salina to form a business improvement district, ordered by Resolution Number
83-3648, adopted by the Board of Commissioners on July 22, 1983, and to
introduce Ordinance Number 83-8971 for first reading.
There were present:
Mayor John F. Burgess, Chairman presiding
Commissioner Fortino B. Bonilla
Commissioner Merle A. Hodges
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
W. E. Harris, Assistant City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner Joseph M. Ritter
Rufus L. Nye, City Manager
(5.1) Public Hearing on the intention of the City of Salina to form a
business improvement district, ordered by Resolution Number 83-8948, adopted by
the Board of Commissioners on July 22, 1983.
(5.1a) Ordinance Number 83-8971 - establishing a Business Improvement
District for the Downtown Business District of Salina pursuant to the
Business Improvement District Act.
Clair Curtiss, 154 South 4th, said this will double his taxes and for
what? There is no good reason.
John Poos, Chairman of the Planning Committee for the Business
Improvement District, gave background information on the improvement district.
Fred Vandegrift, asked about funding available for improvement in the
area.
Dick Shelton, asked if this assessment is against the tenant or the
property owner. He was told the tenant.
Don Jolley, said this assessment is for planning only. He asked if
there will be a different method of assessment for improvements in the area.
Lou Jared, asked if this improvement district could acquire property by
eminent domain. He was told no.
83-153 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 83-8971, establishing a Business Improvement District for the
Downtown Business District of Salina pursuant to the Business Improvement
District Act, be introduced for first reading. Aye: (4). Nay: (0). Motion
adopted.
83-154Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
the Special Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay:
(0). Motion adopted. The meeting adjourned at 4:20 p.m.

OF THE BOARD OF COWISSIONERS
We, the undersigned, being the duly elected, qualified and acting
Commissioners of the City of Salina, Kansas, and constituting a majority
of the Board of Ccnudssioners of the City of Salina, Kansas, do hereby
waive notice and consent to the holding of a special meeting of the
Board of Commissioners on the 25th day of August, 1983, at 3:00 o'clock
p.m., for the purpose of considering the following:
Second reading of Ordinance #83-8971:
An ordinance establishing a business improvement
district for the Downtown Business District of
Salina pursuant to the Business Improvement
District Act.
