REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, June 6, 1983, at four o'clock p.m.
There were present:

Commissioner Joseph M. Ritter
comprising a quorum of the Board, also present:

CITIZEN FORUM
Sydney Soderberg, President of the League of Women Voters of Salina read a
prepared statement encouraging the City Commission to provide adequate funding
for the continued improvement to our parks.

AWARDS - PROCLAMATIONS
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) The City Manager holds a public hearing on the proposed use of Revenue
Sharing Funds for the 15th Entitlement Period.
Barry Gruver, Director of Saline County Commission on Aging requested
$30,000 for kitchen and multi-purpose room improvements on the first floor of
the Leisure Years Center.
CONSENT AGENDA
(6.1) Approve the minutes of the Regular Meeting May 23, 1983.
(6.2) Cereal malt beverage license application filed by Salina Club, Inc.,
d/b/a T.J.'s, 1949 North Ninth Street. (New application)
(6.3) Report on bids received June 2, 1983 for a Wheel Loader.
83-88 Moved by Commissioner Bonilla, seconded by Commissioner Hodges that
all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion
adopted.
DEVELOPMENT BUSINESS

ADMINISTRATION
(8.1) Second Reading Ordinance Number 83-8964 providing the procedure and
fees for adopting animals; amending Section 7-140 of the Salina Code and
repealing the existing section.
83-89 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 83-8964, providing the procedure and fees for adopting animals;
amending Section 7-140 of the Salina Code and repealing the existing section, be
adopted.

83-90 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 83-8964 be amended to include Section 7-54 to allow three year
rabies vaccinations for cats and dogs and an amendment of the 120 days to 90 days
to have the animal vaccinated. Aye: (4). Nay: (0). Motion adopted.
The Mayor called for a vote on Commission Action Number 83-89 that
Ordinance Number 83-8964, as amended, be adopted. Aye: Bonilla, Hodges, Ritter,
Burgess (4). Nay: (0). Commissioner Roth absent. Motion adopted.
(8.2) Request by Dr. Vernon Osborn, President of USD 305, to discuss the
possibility of City and school district cooperation on the matter of education
of school age children on chemical dependency.
Dr. Vernon Osborn, President of the Board of Education, asked the City
Commission for help on educational programs on chemical dependency to be aimed
at school age children. The Board of Education budgeted approximately $40,000 a
year for these programs, and Dr. Osborn asked the City for $20,000.
