REGULAR MEETING OF THE BOARD OF COMMISSIONERS
MAY 23, 1983
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, May 23, 1983, at four o'clock p.m.
There were present:
Mayor John F. Burgess, Chairman presiding
Commissioner Fortino B. Bonilla
Commissioner Merle A. Hodges
Commissioner Joseph M. Ritter
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
Rufus L. Nye, City Manager
Jacqueline Shiever, Acting City Clerk
Absent:
D. L. Harrison, City Clerk

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) The Mayor presented a plaque of appreciation to past City Planning
Commissioner, Dr. Dale Cole.
(4.2) Mayor Burgess, Academic Dean, Robert S. Jensen, and Assistant Academic
Dean, Tim Landon, presented certificated to 16 city employees who completed the
First Line Management Course, and 8 city employees who completed the Management,
Motivation and Goals Course at Kansas Technical Institute.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting May 16, 1983.
(6.2) Set the date of June 6, 1983 for public hearing on the proposed use of
Federal Revenue Sharing Funds for the 15th Entitlement Period.
(6.3) City Engineer files plans and specifications for Engineering Project
83-702 for storm sewer separation improvement. Set the date of June 16, 1983 to
receive bids.
(6.4) Cereal malt beverage license application filed by Mickey Fainter,
d/b/a Mickey's, 1035 East Pacific. (new application)
(6.5) Authorize the City Manager to sign the Project Agreement between the
City of Salina and the Kansas State Historical Society.
Moved by Commissioner Hodges, seconded by Commissioner Ritter that all
items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 83-8963 - for the rezoning of Lot 7,
Block 2, Georgetown Addition to P.D.D. [P.D.D. Application 83-2, filed by
Roy M. Wilbur]
(8.1A) Protest Petition Number 3850 was filed by residents within 200 feet
of Lot 7, Block 2, Georgetown Addition.
83-85 Moved by Commissioner Roth, seconded by Commissioner Hodges that
Ordinance Number 83-8963, providing for the amendment of Ordinance Number 8526,
the same being Chapter 42 of the Salina Code, and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the
City and prescribing the proper uses thereof, be adopted. Aye: Bonilla, Hodges,
Roth, Burgess (4). Nay: (0). Commissioner Ritter abstained. Motion adopted.
(8.2) Request by Dr. Vernon Osborn, President of USD 305 to discuss the
possibility of City and school district cooperation on the matter of education
of school age children on chemical dependency.
Neither Dr. Osborn, nor any other representative was present to discuss
this matter.
(8.3) First Reading Ordinance Number 83-8964 - providing the procedure and
fees for adopting animals; amending Section 7-140 of the Salina Code and
repealing the existing Section.
83-86 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that
Ordinance Number 83-8964, providing the procedure and fees for adopting animals;
amending Section 7-140 of the Salina Code and repealing the existing section, be
introduced for first reading. Aye: (5). Nay: (0). Motion adopted.
(8.4) Request by C. Allen, President of the N.A.A.C.P. to be present at the
City Commission meeting.
Mr. Cleo Allen, read the letter he wrote to Mayor Burgess as president
of the N.A.A.C.P. which was attached to his request to be present at the
meeting.
Mayor Burgess, read a prepared response to the letter.
Commissioner Bonilla, read a prepared statement.
OTHER BUSINESS
None
83-87 Moved by Commissioner Roth, seconded by Commissioner Ritter that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay:
(0). Motion adopted. The meeting adjourned at 4:23 p.m.
