05-09-1983 Minutes'43 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MAY 9, 1983 4:00 p.m. Roo The Regular Meeting of the Board of Commissioners met in the Commission Meeting m, City -County Building, on Monday, May 9, 1983, at four o'clock p.m. There were present: Mayor John F. Burgess Commissioner Fortino Bonilla Commissioner Merle A. Hodges Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Joseph M. Ritter CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the week of May 8 through 14, 1983 - "NATIONAL HISTORIC PRESERVATION WEEK". The proclamation was read by Norm Wilkinson, Member of the Saline County Historical Society. (4.2) The Mayor proclaimed the week of May 15 through 21, 1983 - "POLICE WEEK". The proclamation was read by Pastor Garlen Howington, Police Chaplain. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting May 2, 1983. (6.2) Cereal malt beverage license application filed by Gayle L. Elmore, d/b/a Taylor Petroleum, Inc., 1715 South Ninth Street. Jack Elmore, Manager. New application. (6.3) City Engineer reports on bids received May 5, 1983 for Engineering Project 83-701 for Lateral Sanitary Sewer 631 for Fairview and Van Horne Additions. 83-74 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that all items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Report by the City Engineer that Petition Number 3849, filed by Gerald A. Humes, Vice-president of Kan -Okla, Inc. for the vacation of the East 110 feet of the East-West alley between Santa Fe Avenue and Highland Avenue, between Lots 41 and 43 on Santa Fe Avenue, Grounds of Kansas Wesleyan University Addition, be denied. 83-75 Moved by Commissioner Roth, seconded by Commissioner Hodges that the recommendation of the City Engineer be accepted and that Petition Number 3849 be denied. Aye: (4). Nay: (0). Motion adopted. 83-76 83-77 •2 Request from the Chamber rce for an enterprise zone. A4 Dr. Dan Bratton, Chairman of the Task Force of the Chamber of Commerc( explained the enterprise zone. Moved by Commissioner Hodges, seconded by Commissioner Roth that Resolution Number 83-3641, requesting that an area in the City of Salina be designated as an enterprise zone as authorized by K.S.A. 12-17,109, be adopted. Aye: (4). Nay: (0). Motion adopted. Moved by Commissioner Hodges, seconded by Commissioner Roth that Resolution Number 83-3642, determining the incentives to be of Salina for enterprise zones, be adopted. Aye: (4). Na provided tthe City adopted, Y: (0). Motion OTHER BUSINESS None Moved by Commissioner Bonilla, seconded by Commissioner Roth that the regular meeting of the Board of Commissioners be adjourned.
