05-02-1983 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MAY 2, 1983 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, May 2, 1983 at four o'clock p.m. There were present: Mayor John F. Burgess, Chairman presiding Commissioner Fortino Bonilla Commissioner Merle A. Hodges Commissioner Joseph M. Ritter Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of May 9 through 15, 1983 - "SALVATION ARMY WEEK IN SALINA, KANSAS". The prpclamation was read by Forrest Pettey, Salvation Army Advisory Board Chairman. (4.2) The Mayor proclaimed the Week of May 1 through 7, 1983 - "THE WEEK OF THE EXCEPTIONAL CHILD". The proclamation was read by Marge Hargis. (4.3) The Mayor proclaimed the Week of May 1 through 7, 1983 - "RESPECT FOR LAW WEEK". The proclamation was read by Ben Vidricksen, Noon Optimists. (4.4) The Mayor proclaimed the Week of May 8 through 14, 1983 - "NATIONAL NURSING HOME WEEK". The proclamation was read by Shirley Warnow, Activity Director of Windsor Estates Nursing Home, for Presbyterian Manor, White Cross Health Center, Shalimar Plaza Nursing Home, Salina Nursing Center, Kenwood View Nursing Home, and Windsor Estates Nursing Home. (4.5) The Mayor presented plaques of appreciation to past board and commissaion members Bill Horton, Salina Airport Authority, and Elly Drown Ritter, City Planning Commission. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting April 25, 1983. (6.2) Cereal malt beverage license application filed by Mary Grace Holcom, d/b/a Down Under, 1056 East Pacific. (New application). 83-71 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None 42 ADMINISTRATION (8.1) Second Reading Ordinance Number 83-8962 - regulating the location, construction and fencing of private swimming pools, spas and hot tubs in the City of Salina, enacting Sections 8-461 through 8-468 of the Salina Code. 83-72 Moved by Commissioner Roth, seconded by Commissioner Bonilla that Ordinance Number 83-8962, regulating the location, construction and fencing of private swimming pools, spas and hot tubs in the City of Salina, enacting Sections 8-461 through 8-468 of the Salina Code, be adopted. Aye: Bonilla, Hodges, Ritter, Roth, Burgess (5). Nay: (0). Motion adopted. (8.2) Request by Steven W. Brown, Attorney representing Brentwood Properties, Inc., to be present to discuss the City of Salina's involvement in the proposed study of the effect of the Central Mall. Steven Brown, Attorney, asked if the City Commission has taken any official action on the study. He was told no. OTHER BUSINESS The Mayor, with the approval of the City Commissioners, made the following appointments: Board of Plumbing and Gas Fitter Examiners Clifford Johnson, Master Plumber, reappointed for a 2 year term to May 1, 1985. Ronald R. Tremblay, Deputy Building Official, reappointed for a 2 year term to May 1, 1985. Board of Zoning Appeals Roy Presley, Planning Commission Representative, reappointed for a 3 year term to May 3, 1986. Ray Snyder, reappointed for a 3 year term to May 3, 1986. City Planning Commission Russ Jones, reappointed for a 3 year term to May 3, 1986. Bob Kaufman, appointed to succeed Dr. Dale Cole, for a 3 year term from May 4, 1983 to May 3, 1986. Electrical Code Panel John Snedker, Electrical Contractor, appointed to succeed John Wickersham for a 5 year term to April 6, 1988. Grievance Committee Mike Lamone, appointed to fill the unexpired term of John Black to August 9, 1984. Library Board James Geisendorf, reappointed for a 4 year term to April 30, 1987. Mildred Robb, reappointed for a 4 year term to April 30, 1987 83-73 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that the Regular Meeting of the Board of Commissioners be adjourned.
