04-25-1983 MinutesCITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS APRIL 25, 1983 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commissioners Meeting Room, City -County Building, on Monday, April 25, 1983, at 4:00 o'clock p.m. There were present: Mayor John F. Burgess, Chairman presiding Commissioner Fortino Bonilla Commissioner Merle A. Hodges Commissioner Joseph M. Ritter Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney Rufus L. Nye, City Manager Jacqueline Shiever, Acting City Clerk Absent: ' D. L. Harrison, City Clerk CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of April 25 through May 1, 1983 - "KANSAS MEDICAL ASSISTANT WEEK". The proclamation was read by Nancy Leamer, State President of the Kansas Medical Assistant Society. (4.2) The Mayor proclaimed the Week of April 24 through 30, 1983 - "NATIONAL YWCA WEEK IN SALINA". The proclamation was read by Donna Fitzgerald, President of the YWCA Association. (4.3) The Mayor proclaimed April 28, 1983 - "COMMUNITY APPRECIATION DAY". The proclamation was read by Brenda Smith, President of the Salina Jaycee Jaynes. (4.4) The Mayor proclaimed the Week of April 24 through 30, 1983 - "NATIONAL CONSUMER CREDIT EDUCATION WEEK". The proclamation was read by Janet Winter, Second Vice President of Salina Credit Women, International. (4.5) The Mayor proclaimed the Week of May 1 through 7, 1983 - "BE KIND TO ANIMALS WEEK". The proclamation was read by Gayle Rose, President of the Saline County Humane Association. (4.6) The Mayor proclaimed the Month of May, 1983 - "OLDER AMERICAN MONTH". The proclamation was read by Dick Zimmerman, Advisory Committee Member. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting April 18, 1983. (6.2) Petition Number 3849, filed by Gerald A. Humes, Vice President of Kan -Okla, Inc. for the vacation of the East 110' of the East-West alley between South Santa Fe and Highland, bounded by Lots 41 and 43, Santa Fe Avenue, Grounds of KWU Addition, and that necessary easements be reserved and/or remain intact. 83-67 Moved by Commissioner Hodges, seconded by Commissioner Bonilla that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. L� None DEVELOPMENT BUSIN ADMINISTRATION (8.1) Second Reading Ordinance Number 83-8961 - providing for the rezoning of Lot 22, Less the East 186.8 feet thereof, Surveyor's Plat 8 to District P.D.D. [P.D.D. Application 83-1, filed by William Umphrey and J. Donald Williams] Moved by Commissioner Roth, seconded by Commissioner Hodges that Ordinance Number 83-8961, providing for the amendment of Ordinance Number 8526, the same being Chapter 42 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be adopted. Aye: Bonilla, Hodges, Ritter, Roth, Burgess (5). Nay: (0). Motion adopted. (8.2) Recommendation from the Building Code Advisory Committee that the Salina Code be amended by adding provisions which would regulate the location, construction and fencing of private swimming pools, spas and hot tubs in the city. 83-69 Moved by Commissioner Roth, seconded by Commissioner Hodges that the recommendation of the Building Code Advisory Committee be accepted and that Ordinance Number 83-8962, regulating the location, construction and fencing of private swimming pools, spas and hot tubs in the City of Salina, enacting Sections 8-461 through 8-468 of the Salina Code be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS The Mayor, with the approval of the Commissioners, made the following appointments: City Planning Commission Liz Duckers, appointed to fill the unexpired term of Elly Drown Ritter to May 3, 1985. Salina Airport Authority Tom Kennedy, appointed to succeed Bill Horton for a 3 year term to April 26, 1986. 83-70 Moved by Commissioner Hodges, seconded by Commissioner Roth that the Regular Meeting of the Board of Commissioners be adjourned.
