03-24-1983 Minutes2'7 CITY OF SALINA, KANSAS SPECIAL MEETING OF THE BOARD OF COMMISSIONERS MARCH 24, 1983 1:30 p.m The Special Meeting of the Board of Commisioners met in the Salina Community Theatre Building, 303 East Iron Avenue, on Thursday, March 24, 1983, at one thirty o'clock p.m. for the purpose of: Holding a public hearing on the possible issuance of $24,600,000 Industrial Revenue Bonds for the Central Mall Project. (a) Resolution Number 83-3635 - expressing the intention of the City of Salina, Kansas to issue revenue bonds in an amount of not to exceed $24,600,000 for the purpose of financing certain commercial and retail facilities comprising a shopping center. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner John F. Burgess Commissioner Karen M. Graves Commissioner Merle A. Hodges Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME. Ed Warmack, William Dillard, Sr. and Frank Norton told of the plans for the Central Mall Project, including the anchor stores and other stores. Those speaking in favor of the proposed Central Mall project were: John Heline, 236 North 7th Judy Burgard, 813 East Claflin Mrs. Deane Webb, 121 East Jewell Mrs. Ruth Blick, 104 North Bradley Drive Nathan Butcher, 562 Upper Mill Heights Drive Frank Roth, 1300 East Iron Al Schwan, 1312 Marymount Road Richard Emmerth, 822 Scott Harry Steele, 104 Hilldale Drive Flavel Simcox, 1100 West Ash Bob Davis, 2080 Norton Mary Lou Steele, 2520 Argonne Drive Those speaking against the proposed Central Mall project were: Glenn Long, 2249 Lelane Way Bud Jilka, 131 South Santa Fe Keith Hall, 750 Mike Drive Ted Weeks, 505 South Santa Fe Steve Brown, Attorney for Mid -State Mall Harold Rice, 706 Willow Drive Joe Fisher, 781 North Broadway George Meier, 729 Merrill Dan West, 112 North Santa e Ron Anderson, 122 South Santa Fe Mrs. Jose Fuchs, 740 Morningside Drive Chuck Smith, 719 Ralph Mrs. M. H. Bartley, 524 Fairview Paul Warden, 104 North Santa Fe Phil Ray, 147 South Santa Fe i-28 Other individuals speaking with interest about the mall were: Dave Martin, 115 South Wisconsin Mr. Hatfield, 318 Laura Lane Jeff Bennett, 2769 Linda Lane Ron Glasgow, 1322 Parkwood Penny Geis, 1831 East Iron 83-43 Moved by Commissioner Roth that resolution 83-3635 be amended to issue revenue bonds in an amount of not to exceed $10,000,000. The motion died for lack of a second. 83-44 Moved by Commissioner Roth, seconded by Mayor Duckers, that Resolution Number 83-3635, expressing the intention of the City of Salina, Kansas, to issue Revenue Bonds in an amount of not to exceed $24,600,000 for the purpose of financing certain commercial and retail facilities comprising a shopping center, be adopted. Aye: Roth, Duckers (2). Nay: Burgess, Graves, Hodges (3). Motion defeated. 83-45 Moved by Commissioner Hodges, seconded by Commissioner Graves that the Special Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0). Motion adopted.
