REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The Regular Meeting of the Board of Commissioners met in the Commissioners
Meeting Room, City -County Building, on Monday, March 21, 1983, at four o'clock
p.m.
There were present:
Acting Mayor John F. Burgess, Chairman presiding
Commissioner Karen M. Graves
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager
Absent:
Mayor Keith G. Duckers
Commissioner Charles B. Roth
CITIZEN FORUM
George Toland, 908 Highland, expressed concern about lack of citizen
participation in city government. He made reference to the abolished CAC and
that the "Think Tank Committee" never did got off the ground. He wondered if the
City Commission really wants citizen participation when they ask for it on the
Citizen Forum part of the agenda.
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Month of March, 1983 - "PROFESSIONAL SOCIAL
WORK MONTH". The proclamation was read by Marlene Finney, Vice President of the
Smoky Hill Association of Social Workers.

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting March 14, 1983.
83-40 Moved by Commissioner Hodges, seconded by Commissioner Graves that the
Consent Agenda be approved. Aye: (3). Nay: (0). Motion adopted.
DEVELOPMENT BUSINESS
None
ADMINISTRATION
(8.1) Second Reading Ordinance Number 83-8957 - providing that nonconforming
uses be permitted intervening uses while being brought into conformity; amending
Section 42-579 of the Salina Code; and repealing the existing section.
83-41 Moved by Commissioner Graves, seconded by Commissioner Hodges that
Ordinance Number 83-8957, providing that nonconforming uses be permitted
intervening uses while being brought into conformity; amending Section 42-579 of
the Salina Code; and repealing the existing section, be adopted. Aye: Graves,
Hodges, Burgess (3). Nay: (0). Mayor Duckers and Commissioner Roth absent.
Motion adopted.
