The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, March 14, 1983, at four o'clock p.m.
There were present:

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting February 28, 1983.
(6.2) Petition Number 3847, filed by Richard Martin, for a break in the
restricted access on Cloud Street, east of Marymount Road, specifically a 24
foot wide access along the north property line of Lot 1, Block 1, Valley View
Addition.
(6.3) Cereal malt beverage license application filed by John Lu and
David Fu, d/b/a Beijing Restaurant, 540 South Broadway. (Sandie Sprecker,
Manager).
83-36 Moved by Commissioner Hodges, seconded by Commissioner Roth that all
items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion adopted.
DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Zoning
Application 83-1, filed by Gerald and Tillie Brin, for the amendment of Section
42-579(f) of the Salina Code concerning nonconforming uses, be approved.
83-37 Moved by Commissioner Burgess, seconded by Commissioner Roth that the
recommendation of the City Planning Commission be accepted, and that Ordinance
Number 83-8957, providing that nonconforming uses be permitted intervening uses
while being brought into conformity; amending Section 42-579 of the Salina Code;
and repealing the existing section, be introduced for first reading. Aye: (4).
Nay: (0). Motion adopted.

ADMINISTRATION
(8.1) Report from the City Engineer on Petition Numbers 3846 and 3847
concerning limited access on Cloud Street in Valley View Addition.
83-38 Moved by Commissioner Roth, seconded by Commissioner Burgess that the
City Engineer's recommendation be accepted and that the limited accesses be
granted. Aye: (4). Nay: (0). Motion adopted.
OTHER BUSINESS
The Mayor, with the approval of the City Commissioners, made the
following appointments:
Salina Arts Commission
Ann Nettleton, reappointed for a 3 year term to March 10, 1986.
Don Timmel, reappointed for a 3 year term to March 10, 1986.
Mary Nell Beatty, appointed to succeed Betsy Poer, for a 3 year term to
March 10, 1986.
83-39 Moved by Commissioner Burgess, seconded by Commissioner Roth that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay:
(0). Motion adopted. The meeting adjourned at 4:06 p.m.
