02-14-1983 MinutesA-9 9 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS FEBRUARY 14, 1983 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Room, City -County Building, on Monday, February 14, 1983, at four o'clock p.m. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner John F. Burgess Commissioner Karen M. Graves Commissioner Merle A. Hodges Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Joe Fisher, Airliner Motel, asked how the merger of the Fire Department and Emergency Medical Service is working. He was told there are no serious problems and that everything is working fine. AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of February 20 through 26, 1983 - "NATIONAL ENGINEERS WEEK". The proclamation was read by Jim Dowell, President of the Smoky Valley Chapter of the Kansas Engineering Society. (4.2) The Mayor proclaimed the Week of February 13 through 19, 1983 - "UNITED STATES JAYCETTE WEEK". The proclamation was read by Brenda Smith, President of the Jaycee Jaynes. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 7, 1983. (6.2) Cereal malt beverage license application filed by Michaelis Enterprises, d/b/a The Prospector, 427 South Broadway. (Auguster Davis, Manager) 83-28 Moved by Commissioner Graves, seconded by Commissioner Hodges that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS i None ADMINISTRATION (8.1) First Reading Ordinance 83-8956 - authorizing the City of Salina to issue $1,450,000 Industrial Revenue Bonds for Mowery Clinic Building, Inc. z. 20 ADMINISTRATION (8.1) First Reading Ordinance 83-8956 - authorizing the City of Salina to issue $1,450,000 Industrial Revenue Bonds for Mowery Clinic Building, Inc. 83-29 Moved by Commissioner Burgess, seconded by Commissioner Roth that Ordinance Number 83-8956, authorizing the City of Salina, Kansas to acquire for development purposes the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Mowery Clinic Building, Inc., authorizing and directing the issuance of $1,450,000 principal amount of revenue bonds, Mowery Clinic Building, Inc., Series of 1983, of said city for the purpose of providing funds to pay the cost of acquiring the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Mowery Clinic Building, Inc. and prescribing the form and authorizing the execution of a lease by and between said city and said company, be adopted. Aye: Burgess, Roth, Duckers (3). Nay: Graves, Hodges (2). Motion adopted. OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners, made the following appointments: Board of Electrical Examiners Frank Wampler, Journeyman Electrician, appointed to fill the unexpired term of Bill Jolly, an Electrical Contractor, to July 2.4, 1983. Steve Wilson, Master Electrician, appointed to fill the unexpired term of Bob Johnson, Master Electrician, to July 24, 1983. Board of Zoning -Appeals Dean Boone, appointed to fill the unexpired term of Frank Roth to 1 11 May 3, 1985. Heritage Committee Wally Storey, realtor, appointed to fill the unexpired term of Wanda McMullin to November 26, 1983. Mobile Home Craftsman Board of Examiners Duane Logback, licensed mobile home craftsman, appointed to succeed Jim Chase for a 1 year term to January 19, 1984. Don Mergen, Plumbing Inspector, reappointed for a 1 year term to January 19, 1984. Ron Tremblay, Electrical Inspector, reappointed for a 1 year term to January 19, 1984. 83-30 Moved by Commissioner Burgess, seconded by Commissioner Hodges that the Regular Meeting of the Board of Commissioners be adjourned.
