REGULAR MEETING OF THE BOARD OF COMMISSIONRS
JANUARY 24, 1983

The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, January 2.4, 1983, at 4:00 p.m.
There were present:
Mayor Keith G. Duckers, Chairman presding
Commissioner John F. Burgess
Commissioner Karen M. Graves
Commissioner Merle A. Hodges
comprising a quorum of the Board, also present:

D. L. Harrison, City Clerk

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed Wednesday, January 2.6, 1983 - "SCHOOL NURSE
DAY". The proclamation was read by Vera Zerger, South Junior High School
Nurse.
(4.2) The Mayor proclaimed February 4 and 5, 1983 - "KANSAS SPECIAL OLYMPICS
WINTER GAMES -WEST". The proclamation was read by Debi Kvasnicka, Chairperson.
(4.3) The Mayor proclaimed the Month of February, 1983 - "1983 NATIONAL
CHILDREN'S DENTAL HEALTH WEEK". The proclamation was read by Cindy Blome,
Dental Chairperson of Salina for the Salina Dental Auxiliary.
(4.4) The Mayor read a proclamation expressing appreciation and gratitude to
Debbie Weis for saving the lives of Sara Goure, Age 4 and Bryan Bowden, age 5,
and presented her with a framed proclamation.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the proposed assessments for street and utility
improvements in Country Hills Addition #2, Lakewood Addition Replat, and Twin
Oaks II Subdivision. [Engineering Projects 82-688, 82-689, 82-690]
A public hearing was held on the proposed assessments for street and
utility improvements authorized in Resolution Number 82-3578, passed by the
Board of Commissioners on the 8th day of July, 1982.
No protests, written or oral, were filed.
The Commission made no adjustment in the assessment, and the Mayor
declared the hearing closed.
83-17 Moved by Commissioner Graves, seconded by Commissioner Hodges that
Ordinance Number 83 8955, levying special assessments on lots, pieces and
parcels of ground in the City of Salina, Kansas, for the purpose of paying a
portion of the cost of street and utility and drainage channel improvements in
Country Hills Addition Number 2, Lakewood Addition Replat, Twin Oaks II
Subdivision, be introduced for first reading. Aye: (4). Nay: (0). Motion
adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting January 17, 1983.
(6.2) Report on Bids received January 20, 1983 for Engineering Project
82-698 for roofing improvements on Fire Stations 1 and 2.
(6.3) Report on Bids received January 20, 1983 for the sale of park land on
South Broadway between University Place and Walnut Street.
(6.4) Report on professional consultant engineering projects. Authorize the
City Manager to negotiate and sign professional service contracts as detailed in
the memo.
Dale Martinez, representing Mid Continent Engineering, stated they had
been eliminated at the beginning of the selection process for some unknown
reason and they have been unable to enter the negotiation process for any of
these projects.

items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion adopted.

DEVELOPMENT BUSINESS
ADMINISTRATION
(8.1) Second Reading Ordinance Number 83-8954 - providing that Group Day
Care Centers may be allowed as permitted uses in certain districts and amending
Sections 42-252, 42-267, 42-282, 42-302, 42-317, 42-332 of the Salina Code; and
repealing the existing sections.
83-19 Moved by Commissioner Burgess, seconded by Commissioner Hodges that
Ordinance Number 83-8955, providing that Group Day Care Centers may be allowed
as permitted uses in certain districts and amending Sections 42-252, 42-267,
42-282, 42-302, 42-317, 42-332 of the Salina Code, and repealing the existing
sections, be adopted. Aye: Burgess, Graves, Hodges, Duckers (4). Nay: (0).
Commissioner Roth absent. Motion adopted.
83-20 Moved by Commissioner Hodges, seconded by Commissioner Graves that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay:
(0). Motion adopted. The meeting adjourned at 4:20 p.m.
