01-10-1983 MinutesREGULAR MEETING OF THE BOARD OF COMMISSIONERS JANUARY 10, 1983 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Room, City -County Building, on Monday, January 10, 1983, at four o'clock p.m. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner John F. Burgess Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Merle A. Hodges None CITIZEN FORUM AWARDS - PROCLAMATIONS U (4.1) The Mayor proclaimed Saturday, January 15, 1983 - "DOCTOR MARTIN LUTHER KING, JR. COMMEMORATION DAY". The proclamation was read by Wayne Franklin. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the minutes of the Regular Meeting January 3, 1983. (6.2) Set the date of February 3, 1983 to receive bids for aerial photographs of Salina. (6.3) City Clerk reports the City engineer has filed final estimates for Engineering Projects 82-688, 82-689, 82-690. Set January 24, 1983 for public hearing on the assessments. (6.4) Cereal Malt Beverage license applications. (6.5) Surety on Bail Bond license applications. (6.6) City Engineer reports on Petition Number 3844, filed by Gary Ward requesting the vacation of the East 10 feet of right-of-way on North Seventh Street, adjacent to Lots 3 - 7, Block 9, Calkins Addition to the City of Salina, Kansas. 83-6 Moved by Commissioner Burgess, seconded by Commissioner Roth, that all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 82-8944 - providing for the rezoning of Lots 1 through 8, Block 9, Belmont Addition (Requested in Zoning Application 82-11, filed by Wally Storey, Jr.) (Tabled January 3, 1983 for one week.) (8.1a)Request by the petitioners to withdraw the zoning request and ordinance from further consideration. 1 1 83-7 Moved by Commissioner Roth, seconded by Commissioner Burgess that the request to allow the zoning application and ordinance to be withdrawn from consideration, be accepted. Aye (3). Nay: (0). Commissioner Graves abstained. Motion adopted. (8.2) Authorize the Mayor to sign an interlocal cooperation agreement between the City of Salina, County of Saline, and USD 305 for the construction, operation and maintenance of a building to provide storage space for the City and County an locker room facilities for North Junior High School. 83-8 Moved by Commissioner Graves, seconded by Commissioner Roth that the Mayor be authorized to sign the interlocal cooperation agreement between the City of Salina, County of Saline, and USD 305 for the construction, operation and maintenance of a building to provide storage space for the City and County and locker room facilities for North Junior High School. (8.3) Request filed by Salina Super 8 Motel, Inc. for $700,000.00 Industrial Revenue Bonds. 83-9 Moved by Commissioner Roth, seconded by Commissioner Burgess that the Commission recess into executive session for not to exceed 10 minutes. Aye: (4). Nay: (0). Motion adopted. The Commission recessed at 4:14 p.m. and reconvened at 4:36 p.m. 83-10 Moved by Commissioner Graves, seconded by Commissioner Roth that the City Clerk be instructed to publish notice of intent to issue Industrial Revenue Bonds for Salina Super 8 Motel, setting February 7, 1983, at 4:00 p.m. for public hearing. Aye: (4). Nay: (0). Motion adopted. OTHER BUSINESS The Mayor, with the approval of the City Commissioners made the following appointments: Neighborhood Watch Program Etta Maye Hogard Col.
