11-22-1982 Minutes99 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS NOVEMBER 22, 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commissioners Room, City -County Building, on Monday, November 22, 1982, at four o'clock p.m. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner John F. Burgess Commissioner Karen M. Graves Commissioner Merle A. Hodges Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) The Mayor proclaimed the Week of November 21 through 27, 1982 - "JAYCEE FAMILY WEEK". The proclamation was read by Brenda Smith, President of the Jaycee Jaynes. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting November 15, 1982. (6.2) Heritage Commission Absence Report. 82-246 Moved by Commissioner Burgess, seconded by Commissioner Hodges that all items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS (7.1) Recommendation from the City Planning Commission that Zoning Application 82-12, filed by Wally Storey, Jr. for the rezoning of Lots 1 through 10, Block 8, Belmont Addition to District C-2, Neighborhood Shopping District, be approved. Greg Bengtson, Attorney representing the owner, stated they have reduced the request from "C-3" to "C-2", and asked the City Commission to adopt this ordinance. Jerry Duran, 2156 Lewis, opposes the rezoning of this property to "C-2". He said the people in the area are concerned about their over crowded storm sewers now. 82-247 Moved by Commissioner Roth, seconded by Commissioner Hodges that the recommendation of the City Planning Commission be accepted and that Ordinance Number 82-8948, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for first reading. Aye: Burgess, Hodges, Roth, Duckers (4). Nay: (0). Commissioner Graves abstained Motion adopted. 1 1 k00 ADMINISTRATION (8.1) Second Reading Ordinance Number 82-8947 - providing for the rezoning of Lot 5, Block 3; the East 64' of Lot 2, all of Lots 3, 4, 5, 6, and the East 64' of Lot 7, Block 4, Countryside Addition to "C-3, P.D.D." Shopping Center, Planned Development District. [P.D.D. Application 82-2, filed by Charter Investments, Inc., and Tom Dunn Enterprises, Inc.] 82-248 Moved by Commissioner Hodges, seconded by Commissioner Burgess, that Ordinance Number 82-8947, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be adopted. Aye: Burgess, Graves, ,Hodges, Roth, Duckers (5). Nay: (0). Motion adopted.
