REGULAR MEETING OF THE BOARD OF COMMISSIONERS
NOVEMBER 8, 1982

The Regular Meeting of the Board of Commissioners met in the Commissioners Room,
City -County Building, on Monday, November 8, 1982, at four o'clock p.m.
There were present:

(4.4) The Mayor proclaimed the Week of November 7 - 13, 1982 - "NATIONAL
RADIOLOGIC TECHNOLOGY WEEK". The proclamation was read by Ginger Allen, Secretary
of District 5 of Kansas Society of Radiological Technicians and a staff technician
at St. John's Hospital.
(4.5) The Mayor proclaimed Thursday, November 11, 1982 - "VETERANS DAY". The
proclamation was read by Melvin L. Dick, Commander of the Veterans of Foreign
Wars, Post 1432.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 82-8945, providing for the rezoning of
Lots 159, 161, 163, 165, 167, Seventh Street, Original Townsite to District "R-3",
Multiple -Family Residential District. [Z82-13, filed by Carolyn Larson.]
82-232 Moved by Commissioner Burgess, seconded by Commissioner Hodges that
Ordinance Number 82-8945, providing for the amendment of Ordinance Number 8526,
the same being Chapter 36 of the Salina Code and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the
city and prescribing the proper uses thereof, be adopted. Aye: Burgess, Graves,
Hodges, Roth, Duckers (5). Nay: (0). Motion adopted.
(8.2) First Reading Ordinance Number 82-8946, providing for the issuance of
$500,000 Industrial Revenue Bonds for Exline, Inc.
82-233 Moved by Commissioner Roth, seconded by Commissioner Burgess that
Ordinance Number 82-8946, authorizing the City of Salina, Kansas, to acquire for
development purposes the real property hereinafter described and to construct and
purchase buildings, improvements, machinery and equipment to be leased to Exline,
Inc. authorizing and directing the issuance of $500,000 principal amount of
Revenue Bonds, Exline, Inc., Series of 1982 of said city for the purpose of
providing funds to pay the cost of acquiring the real property hereinafter
described and to construct and purchase buildings, improvements, machinery and
equipment to be leased to Exline, Inc.; prescribing the form and authorizing the
execution of a lease by and between said city and said company, be introduced for
first reading. Aye: (5). Nay: (0). Motion adopted.
(8.3) City Engineer reported on Petition Number 3841, filed by Gordon Horst,
Manager of BRC Bearing Company, 121 North Broadway, for the vacation of the alley
behind Lots 1 and 2, Block 2, Leavenworth Addition, and recommended the petition
be denied.
82-234 Moved by Commissioner Graves, seconded by Commissioner Hodges that the
recommendation of the City Engineer be accepted and that Petition Number 3841 be
denied. Aye: (5). Nay: (0). Motion adopted.
(8.4) Report from the City Engineer on bids received October 21, 1982 for the
renovation of 7 restrooms in Oakdale, Kenwood and Sunset Parks (Engineering
Project 82-697) and recommended the bid be awarded to Western Construction, Inc.
in the amount of $90,982.00.
82-235 Moved by Commissioner Graves, seconded by Commissioner Burgess that the
recommendation of the City Engineer be accepted and that the contract be awarded
to Western Construction Inc. for Engineering Project 82-697. Aye: (5). Nay:
(0). Motion adopted.
(8.5) Report on the changes by the Greater Downtown Salina and the Salina
Area Chamber of Commerce concerning parking in downtown Salina.
The proposal of the Greater Downtown Salina and the Chamber of Commerce
is that all street and lot parking meters, except those adjacent to the Post
Office, be removed. Two-hour parking be permitted in all parking spaces. Permit
parking be allowed in certain clearly marked spaces. Permit parking is for
longer than two -hours. Meter poles are to remain for the purpose of signing.
The City is to continue to enforce the parking regulations, both on and off
street.
Bud Jilka, Chairman of the Parking Committee of Greater Downtown Salina
thinks parking fines should be part of the Parking Revenue. The combination of
greater permit sales and use of fine revenue and lower cost because of less
maintenance will make the operation self-supporting. This is to be implemented
on December 1, 1982.
Don Williams, Chairman of the Parking Committee of the Salina Area
Chamber of Commerce endorces the parking proposal as submitted by Greater
Downtown Salina.
Ron Dupy said that the parking fines Should go into the Parking Meter
Fund to offset expenses.

82-236 Moved by Commissioner Burgess, seconded by Commissioner Graves to
accept the parking proposal of the Greater Downtown Salina and to implement it on
December 1, 1982. Aye: Burgess, Graves (2). Nay: Roth, Duckers (2).
Commissioner Hodges abstained. Motion defeated.
82-237 Moved by Commissioner Hodges, seconded by Commissioner Burgess to
accept the parking proposal of the Greater Downtown Salina and the Chamber of
Commerce, to be implemented on December 1, 1982 on a six month trial basis and to
re-evaluate the finances at that time. Aye: (5)• Nay: (0). Motion adopted.
82-238 Moved by Commissioner Burgess, seconded by Commissioner Graves that a
resolution and agreement concerning Mortgage Revenue Bonds being issued by Saline
County be placed on the agenda for consideration.
82-239 Moved by Commissioner Graves, seconded by Commissioner Roth that
Resolution Number 82-3622, authorizing the Mayor to deliver a copy of this
resolution as evidence of the City of Salina, Kansas' interest and intent to the
Board of County Commissioners of Saline County, Kansas, regarding Mortgage
Revenue Bonds being issued by Saline County, and authorizing the Mayor to sign a
cooperation agreement. Aye: (5). Nay: (0). Motion adopted.
OTHER BUSINESS
The Mayor, with the approval of the Board of Commissioners, made the
following appointments:
Board of Building Appeals
Norman Yenkey, appointed to succeed Sheldon Burr, for a 5 year term to
August 17, 1987.
Board of Plumbing Appeals
Robert K. Parker, Journeyman Plumber, appointed to succeed Earl Caldwell, for a
2 year term to June 24, 1984.
Grievance Committee
Kathy Dupy, reappointed for a 3 year term to August 9, 1985•
Heritage Commission
Mrs. Charles Campbell, Historian or Archaeologist, appointed to succeed Mary
Jarvis for a 3 year term to November 26, 1985•

the Regular Meeting be adjourned. Aye: (5). Nay: (0). Motion adopted. The
