REGULAR MEETING OF THE BOARD OF COMMISSIONERS
OCTOBER 25, 1982

The Regular Meeting of the Board of Commissioners met in the Commission meeting
room, City -County Building, on Monday, October 25, 1982, at four o'clock p.m.
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
Rufus L. Nye, City Manager

CITIZEN FORUM
John Henshall, News Director of KSKG, told the City Commission of a 90
minute telephone poll they took on Salinans Halloween plans. He said they
received 169 calls from parents: 71% were planning to restrict their children's
"trick or treating" to grandparents, neighbors and friends; 19% were not allowing
their children to "trick or treat"; and 10% were not going to restrict their
children so they could do the same as always.
AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed October 30, 1982 - "MAJOR DENNIS G. PUGH FREEDOM
DAY". The proclamation was read by Lt. Col. Paul Kellogg, from the St. John's
Military School.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 82-8940 - annexing certain land to the
City of Salina, Kansas, in conformity with the provisions of K.S.A. 12-519 to
12-526, inclusive. (Annexation application 82-1, filed by Allan Hocking for
annexation of a tract of land in the E/2 of the NW/4 22-14-3)

Ordinance Number 82-8940, annexing certain land to the City of Salina, Kansas, in
conformity with the provisions of K.S.A. 12-519 to 12-526, inclusive, be adopted.

:ode for the City of Salina; establishing the same; providing for the repeal of
:ertain ordinances not included therein; providing for the manner of amending and
supplementing such code; and providing when such code and this ordinance shall
)ecome effective.
Moved by Commissioner Graves, seconded by Commissioner Hodges, that
ordinance Number 82-8943, adopting and enacting a new code for the City of
Salina; establishing the same; providing for the repeal of certain ordinances not
included therein; providing for the manner of amending and supplementing such
code; and providing when such code and this ordinance shall become effective, be
introduced for first reading. Aye: (5)• Nay: (0). Motion adopted.
(8.4) Recommendation from the City Planner concerning the membership of the
Citizens' Advisory.Committee. (Postponed 1 week at the October 18, 1982 meeting)
Moved by Commissioner Roth, seconded by Commissioner Hodges that the
Citizens' Advisory Committee be abolished, and that gratitude, appreciation, and
thanks be expressed to all past and present members for their service. Aye:
Burgess, Hodges, Roth, Duckers (4). Nay: Graves (1). Motion adopted.
Dean Boone, Chairman of the Citizens' Advisory Committee asked the
City Commission to continue with the "Neighborhood Watch Program", that an
ordinance the CAC submitted concerning loitering on sidewalks, streets and
buildings be considered, and that the City Commission hold a focus session on the
Housing Code the Citizens' Advisory Committee submitted.
Moved by Commissioner Graves, seconded by Commissioner Roth that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (5)• Nay: (0).
Motion adopted. The meeting adjourned at 4:26 p.m.
