SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
OCTOBER 1, 1982
3:00 p.m.
The Special Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Friday, October 1, 1982, at three o'clock p.m. for
the purpose of:
(1) Consideration of the filing of a Community Development Block Grant
Application with the Department of Housing and Urban Development for the
fiscal year 1983•
(2) Adopting Resolution Number 82-3611, authorizing the preparation and
filing with the Department of Housing and Urban Development of a small
cities Community Development Block Grant Program Application; designating
the City Manager as the authorized representative of the City of Salina to
act in connection with the application; and to provide such additional
information as may be requested.
There were present:

Commissioner John F. Burgess
Commissioner Karen M. Graves
Commissioner Merle A. Hodges
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:
L. 0. Bengtson, City Attorney
D. L. Harrison, City Clerk
W. E. Harris, Deputy City Manager
Absent:
Rufus L. Nye, City Manager
Maxine Slaughter, 1000 North 5th, complained about the dirt streets in
North Salina. She said it is so dusty you can't sit on the porch in the evening.
She asked the Commission to vote for this application so the streets can be paved.
Jackie Baker, 1120 North Third, spoke in favor of repairing the railroad
tracks. She said they are so rough they damage the cars.
Aileen Williams, 1001 North Fifth, said the dirt is so bad in the
summer, you can't sit on the porch or hang clothes on the line.
Barry Gruver, Director of Saline County Commission on Aging, said he is
speaking in favor of all items in the application. He said there were 50 people
at the CAC meeting from north Salina and these people urge you to submit this
application to HUD for approval.
Dean Boone, Chairman of the Citizens Advisory Committee, said this
application is for the medium and low income families, as required by HUD, and
this is why we defined this target area.
82-200 Moved by Commissioner Hodges, seconded by Commissioner Graves that the
Community Development Block Grant Application be approved and that the Mayor be
authorized to submit the application to HUD, and that Resolution Number 82-3611,
authorizing the preparation and filing with the Department of Housing and Urban
Development of a small cities Community Development Block Grant Program
Application; designating the City Manager as the authorized representative of
the City of Salina to act in connection with the application; and to provide such
additional information as may be requested, be adopted. Aye: Graves, Hodges,
Duckers (3). Nay: Burgess, Roth (2). Motion adopted.
82-201 Moved by Commissioner Burgess, seconded by Commissioner Roth, that the
Special Meeting of the Board of Commissioners be adjourned. Aye: (5). Nay: (0).
Motion adopted. The meeting adjourned at 4:40 p.m.
