The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, September 20, 1982, at four o'clock p.m.
There were present:
Mayor Keith G. Duckers, Chairman presiding
Commissioner John F. Burgess
Commissioner Karen M. Graves
Commissioner Merle A. Hodges
Commissioner Chalres B. Roth
comprising a quorum of the Board, also present:

AWARDS - PROCLAMATIONS
(4.1) The Mayor proclaimed the Week of September 19 through 25, 1982 - "CYSTIC
FIBROSIS WEEK". The proclamation was read by Brenda Smith, President of the
Salina Jaycee Jaynes.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public hearing on the possible issuance of $500,000 Industrial Revenue
Bonds for Exline, Inc.
There were no protests, written or oral, filed and the Mayor declared
the public hearing closed.
82-194 Moved by Commissioner Burgess, seconded by Commissioner Roth that
Resolution Number 82-3609, a resolution of intent to issue $500,000 Industrial
Revenue Bonds for Exline, Inc., be adopted. Aye: (5). Nay: (0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting September 13, 1982.
(6.2) Cereal malt beverage license application filed by Lola M. Graybeal,
d/b/a The Caddy Shack, 1035 East Pacific.
(6.3) Resolution Number 82-3610, recommending that the Board of County
Commissioners vacate a portion of Marlow Drive and a public utility easement in
Mayfair Addition.
(6.4) Petition Number 3838 filed by Wilson and Company for street and utility
improvements on Coachlight Lane.
82-195 Moved by Commissioner Graves, seconded by Commissioner Burgess that all
items on the Consent Agenda be approved. Aye: (5). Nay: (0). Motion adopted.

DEVELOPMENT BUSINESS
(7.1) Recommendation from the City Planning Commission that Zoning Application
82-9, filed by Walther's Oil Company, requesting the rezoning of Lots 1, 2, and
3, Block 5, Southern Heights Addition to District "C-5", Service Commercial
District, be approved.
82-196 Moved by Commissioner Hodges, seconded by Commissioner Roth that the
recommendation of the City Planning Commission be accepted and that Ordinance
Number 82-8937, providing for the amendment of Ordinance Number 8526, the same
being Chapter 36 of the Salina Code, and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the
city and prescribing the proper uses thereof, be introduced for first reading.
Aye: (5). Nay: (0). Motion adopted.
(7.2) Recommendation from the City Planning Commission that Zoning Application
82-10, filed by St. John's Housing Finance Corporation, requesting the rezoning
of the South 82 feet of Lot "A", all of Lot 2, the West 10 feet of Lot 3 and all
of Lot 4, Block 1, Wights Addition to District "R-3", Multiple -Family Residential
District, be approved.
82-197 Moved by Commissioner Roth, seconded by Commissioner Burgess that the
recommendation of the City Planning Commission be accepted and the Ordinance
Number 82-8938, providing for the amendment of Ordinance Number 8526, the same

We, the undersigned, being duly elected, qualified and acting City
Commissioners of the City of Salina, Kansas, do hereby request a special meeting
of the Board of Commissioners of the City of Salina, Kansas, be held on the 29th
day of September, 1982, at 3:00 P.M. for the following purposes, to -wit:
(1) Consideration of the filing of a Community Development Block
Grant Application with the Department of Housing and Urban
Development for the fiscal year 1983•
(2) Adopting Resolution Number 82-3611, authorizing the preparation
and filing with the Department of Housing and Urban Development
of a small cities Community Development Block Grant Program
Application; designating the City Manager as the authorized
representative of the City of Salina to act in connection with
the application; and to provide such additional information as
may be requested.
