REGULAR MEETING OF THE BOARD OF COMMISSIONERS
AUGUST 16, 1982

The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday August 16, 1982, at four o'clock p.m.
There were present:
Mayor Keith G. Duckers, Chairman presiding
Commissioner John F. Burgess
Commissioner Karen M. Graves
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:

CITIZEN FORUM
AWARDS - PROCLAMATIONS
(4.1) Yoshiaki Shibata, an exchange student of the Labo Program, presented
greetings from the Mayor of Nishionomiya-Shi, Japan.
Mayor Duckers sent a letter and a "Key to the City" back with Yoshiaki
Shibata to the Mayor of Nishionomiya-Shi.
(4.2) The Mayor read a proclamation expressing gratitude and appreciation to
the Salina Journal for its many significant contributions to the growth and
quality of life in Salina and the surrounding area.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting August 9, 1982.
(6.2) Resolution Number 82-3605 — authorizing the installation and marking of
the east and west sides of Santa Fe Avenue, a distance of 300 feet north and a
distance of 300 feet south of the centerline of Crawford Street.
(6.3) Cemetery Trust Deed for the perpetual care of Space 1, Lot 42,
Block 28, Gypsum Hill Cemetery, owned by William Schmidt.
(6.4) Cereal malt beverage license applications.

ADMINISTRATION
(8.1) Second Reading Ordinance Number 82-8933, providing for the adoption and
appropriation, by fund, of the budget of the City of Salina for the year beginning
January 1, 1983.
82-178 Moved by Commissioner Roth, seconded by Commissioner Burgess, that
Ordinance Number 82-8933, providing for the adoption and appropriation, by fund,
of the City of Salina for the year beginning January 1, 1983; and appropriating
money from the various funds to pay payrolls and claims against the City of
Salina for the calendar -year of 1983, be adopted. Aye: Burgess, Graves, Roth,
Duckers (4). Nay: (0). Commissioner Hodges absent. Motion adopted.
(8.2) Second Reading Ordinance Number 82-8934, levying special assessments
against certain lots and pieces of property to pay the cost of cutting weeds.
82-179 Moved by Commissioner Graves, seconded by Commissioner Roth that
Ordinance Number 82-8934, levying special assessments agsinst certain lots and
pieces of property to pay the cost of cutting weeds, be adopted. Aye: Burgess,
Graves, Roth, Duckers (4). Nay: (0). Commissioner Hodges absent. Motion adopted
(8.3) Second Reading Ordinance Number 82-8935 - levying special assessments
against certain lots and pieces of property to pay the cost of abatement of
nuisances.
82-180 Moved by Commissioner Burgess, seconded by Commissioner Roth that
Ordinance Number 82-8935, levying special assessments against certain lots and
pieces of property to pay the cost of abatement of nuisances, be adopted. Aye:
Burgess, Graves, Roth, Duckers (4). Nay: (0). Commissioner Hodges absent.
Motion adopted.
(8.4) Request by Mrs. Lauren Burkhead for the City Commission to take into
consideration their grievances of Cherokee Street.
Mrs. Burkhead read a prepared statement giving the background of the
problem the property owners have with Cherokee Street.
Jeff Stone, 1604 Sycamore, suggested alternative action the City
Commission can take to help the problem: close Cherokee Street from Cloud to
Republic, or apply a cheaper overlay.
Mr. Boyer said an improved street must meet certain standards; but the
neighborhood may put a crushed rock surface on the street at their own expense.
Mrs. Stewart, 1624 Sycamore, asked how many years the assessment will
be made if the street is curbed, guttered and paved?
Mr. Boyer explained the street improvement and assessment process.
The Mayor asked Mrs. Burkhead if she feels the majority of the property
owners will be willing to pay for the street improvement?
Mrs. Burkhead said some property owners will sign twice to get the
street put in because they are tired of the dust.
Lyle Melvin, Melvin Mobile Home Park, said he took a survey of the 123
spaces in the mobile home park and 100 are not in favor of an increased fee to
pay street improvements, and he would not sign a petition.

Mr. Steven, said the street will cost more to construct in a few years
and it will save money in the long run to have the street improved now.
Mayor Duckers asked Mrs. Burkhead to submit a petition signed by
property owners and residents of the mobile home park to give the City Commission
a feel for the wishes of the people who live in the benefit district.
82-161 Moved by Commissioner Burgess, seconded by Commissioner Roth that the
matter be tabled until Mrs. Burkhead comes back to the City Commission with a
petition for street improvements. Aye: (4). Nay: (0). Motion adopted.
(8.5) Resolution Number 82-3606 - to eliminate the Intangibles Tax for the
tax year 1983 and thereafter.
82-182 Moved by Commissioner Graves, seconded by Commissioner Roth that
Resolution Number 82-3606 to eliminate the Intangibles Tax for the tax year 1983
and thereafter, be adopted. Aye: (4). Nay: (0). Motion adopted.
82-183 Moved by Commissioner Roth, seconded by Commissioner Graves that the
Regular Meeting of the Board of Commissioners be adjourned. Aye: (4). Nay: (0).
Motion adopted. The meeting adjourned at 4:40 p.m.
