08-09-1982 Minutes&XIbi CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS AUGUST 9, 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, August 9, 1982, at four o'clock p.m. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner Karen M. Graves Commissioner Merle A. Hodges Commissioner Charles B. Roth comprising a quorum of the Board, also present: Rufus L. Nye, City Manager Jacqueline Shiever, Acting City Clerk Absent: Commissioner John F. Burgess L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the proposed 1983 Budget including Revenue Sharing Funds. No comments, written or oral, were filed. 82-167 Moved by Commissioner Graves, seconded by Commissioner Roth that Resolution Number 82-3598, adopting the 1983 Annual Budget, be adopted. Aye: 11(4). Nay: (0). Motion adopted. 82-168 Moved by Commissioner Graves, seconded by Commissioner Hodges that Ordinance Number 82-8933, providing for the adoption and appropriation, by fund, of the budget of the City of Salina for the year beginning January 1, 1983; and appropriating money from the various funds to pay payrolls and claims against the City of Salina for the calendar year 1983, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting August 2, 1982. (6.2) Reports Resolution Number 82-3599, requesting that the Director of Accounts and waive the requirements of law relating to the preparation of financial statements and financial reports pursuant to 1981 House Bill 2041. (6.3) Resolution Number 82-3600 - recommending that the Board of County Commissioners vacate a portion of Marlow Drive and the public utility easement in Mayfair Addition. [Requested in a petition to the County Commissioners, filed by W. Dean Owens for First Covenant Church and St. Mark's Evangelical Lutheran Church (6.4) Resolution Number 82-3601 - providing for the payment of a portion of accumulated sick leave upon termination of employment; amending Section IV -46 of the Personnel Manual. 69 (6.5) Resolution Number 82-3602 - adopting the Job Classification and Salary Schedule for city employees, created pursuant to Section 2-61 of the Salina Code and repealing Resolution Number 81-3576 and all previous resolutions, motions or actions in conflict therewith. (6.6) Resolution Number 82-3603 - concerning the Edward Street crossing of the Union Pacific Railroad. 82-169 Moved by Commissioner Hodges, seconded by Commissioner Roth that all items on the consent agenda be approved. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 82-8918 - amending Sections 36-609(1), 36-610(1), 36-611(1), and 36-1301(42) of the Salina Code and repealing the existing sections. [Pertaining to drive -up windows, requested in Zoning Application 82-7, filed by the City Planning Commission] 82-170 Moved by Commissioner Roth, seconded by Commissioner Hodges that Ordinance Number 82-8918, amending Sections 36-609(1), 36-610(1), 36-611(1), and 36-1301(42) of the Salina Code and repealing the existing sections, be adopted. Aye: Hodges, Roth, Duckers (3). Nay: Graves (1). Commissioner Burgess absent. Motion adopted. (8.2) Request by the Salina Airport Authority to approve a tax levy for industrial development. [Tabled at the July 19, 1982 meeting.] 82-171 Moved by Commissioner Graves, seconded by Commissioner Roth that the request be removed from the table for consideration. Aye: (4). Nay: (0). Motion adopted. 82-172 Moved by Commissioner Hodges, seconded by Commissioner Graves that the request of the Salina Airport Authority to approve a tax levy for industrial development be approved. Virg Lundberg, spokesman for Salina Inc., said they heartily endorse the tax levy for the Salina Airport Authority. The Mayor called for a vote on Commission Action Number 82-172: Aye: (4). Nay: (0). Motion adopted. 82-173 Moved by Commissioner Hodges, seconded by Commissioner Graves that Resolution Number 82-3504, approving a three (3) mill levy for the Salina Airport Authority for the calendar year 1982, be adopted. Aye: (4). Nay: (0). Motion adopted. (8.3) First Reading Ordinance Number 82-8934 - levying special assessments against certain lots for cutting weeds. 62-174 Moved by Commissioner Hodges, seconded by Commissioner Graves that Ordinance Number 82-8934, levying special assessments against certain lots for cutting weeds, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. (8.4) First Reading Ordinance Number 82-8935 - levying special assessments against certain lots for the abatement of nuisances. 82-175 Moved by Commissioner Roth, seconded by Commissioner Graves that Ordinance Number 82-8935, levying special assessments against certain lots for the abatement of nuisances, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. 70 OTHER BUSINESS The Mayor, with the approval of the City Commissioners, made the following appointments: Building Code Advisory Board Michael Blevins, Attorney, appointed to succeed Pat Neustrom for a 3 year term to June 1, 1985. Human Relations Commission Wayne L. Franklin, appointed to succeed Jack Sheahan, for a 3 year term to June 7, 1985. Don Morris, appointed to succeed Roberto Garcia, for a 3 year term to June 7, 1985. Recreation Commission Tom Dunn, appointed to succeed Stan Nelson for a 4 year term to June 30, 1986.
