REGULAR MEETING OF THE BOARD OF COMMISSIONERS
JULY 19, 1982
4:00 p.m.
The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, July 19, 1982, at four o'clock p.m.
There were present:
Mayor Keith G. Duckers, Chairman presiding

Commissioner Karen M. Graves
Commissioner Merle A. Hodges
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting July 12, 1982.
(6.2) Cereal malt beverage license application.
(6.3) Petition Number 3835, filed by Clinton W. Kliewer, 301 East Wilson, for
two-way travel on both sides of Fourth Street, or leave the Wilson Street
crossing open. This is for better service of ambulance, fire, police and for the
saving of fuel.
(6.4) Petition Number 3836, filed by Clinton W. Kliewer, 301 East Wilson, for
traffic lights at Fourth and Crawford, Fourth and Republic, and Fourth and Cloud,
due to the closing of the railroad crossings.

(8.2) Resolution Number 82-3596 - authorizing and ordering Crawford Street
Improvements.
82-129 Moved by Commissioner Burgess, seconded by Commissioner Roth, that
Resolution Number 82-3596, authorizing and ordering certain curb, gutter, paving,
grading, compaction, drainage structures and utilities improvements, ordering
preparation of plans and specifications, and the estimate of costs, be adopted.
Aye: (5). Nay: (0). Motion adopted.
(8.3) Presentation of the Proposed 1983 Budget, including Revenue Sharing,
and set the date of August 9, 1982 at 4:00 p.m. for a public hearing.

proposed 1983 budget be approved for publication, and that the date of August 9,
1982, be set for a public hearing. Aye: (5). Nay: (0). Motion adopted.
(8.4) Request by the Salina Airport Authority to approve a tax levy for
industrial development.

(8.1) Second Reading Ordinance Number 82-8917 - authorizing the issuance of
$600,000 Industrial Revenue Bonds for Larson Building Center, Inc.

Moved by Commissioner Graves, seconded by Commissioner Hodges, that
Ordinance Number 82-8917, authorizing the City of Salina, Kansas, to purchase and
acquire certain real estate located within the corporate limits of the City and
to construct on said real estate certain buildings and improvements and to
purchase machinery and equipment to be leased to Larson Building Center, Inc.,
of Salina, Kansas; authorizing and directing the issuance of $600,000 principal
amount of Salina, Kansas, Larson Building Center, Inc. Revenue Bonds of 1982 of
said City for the purpose of providing funds for the purchase and acquisition of
the real estate and for the purchase of machinery and equipment to be used for
commercial facilities to be leased to Larson Building Center, Inc.; and
prescribing the form and authorizing the execution of a lease between the City
and Larson Building Center, Inc., be adopted. Aye: Burgess, Graves, Hodges,
Roth, Duckers (5). Nay: (0). Motion adopted.
