The Regular Meeting of the Board of Commissioners met in the Commission Meeting
Room, City -County Building, on Monday, July 12, 1982, at four o'clock p.m.
There were present:
Mayor Keith G. Duckers, Chairman presiding
Commissioner John F. Burgess
Commissioner Merle A. Hodges
Commissioner Charles B. Roth
comprising a quorum of the Board, also present:

CITIZEN FORUM
None
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
(5.1) Public Hearing on the advisability of Crawford Street Improvements from
360 feet west of the center line of Ohio Street to 360 feet east of the center
line of Marymount Road, required by Resolution Number 82-3594.
Nathan Butcher, 562 Upper Mill Drive, said he would like for this
project to be postponed indefinitely because the street is in good condition and
traffic has decreased not increased. He said West Crawford needs to be repaired
more than East Crawford.
Robert Frobenius, 1920 East Crawford, said he has been waiting for 27
years for Crawford to be 4 -lane. He said he will dedicate the land needed by
the city, if the city will allow Lot 7 of Roselawn to be undedicated.
No other protests, written or oral, were filed.
Mayor Duckers declared the public hearing closed.

Moved by Commissioner Roth, seconded by Commissioner Hodges that
Resolution Number 82-3595, determining the advisability of curb, gutter, paving,
grading, compaction, drainage structures and utilities improvements, estimating
the cost therof, defining the boundaries of the improvement district, method of
assessment, apportioning the cost between the improvement district and the City -
at -large, be adopted. Aye: (4). Nay: (0). Motion adopted.
CONSENT AGENDA
(6.1) Approve the Minutes of the Regular Meeting June 28, 1982.
(6.2) Approve the Minutes of the Special Meeting June 30, 1982.
(6.3) Tree Trimming license application.
(6.4) Cereal Malt Beverage license applications.
(6.5) Surety on Bail Bond license application.

items on the Consent Agenda be approved. Aye: (4). Nay: (0). Motion adopted.

The Mayor, with the approval of the City Commissioners, made the
following appointments:

Dan Bachofer, Master Plumber, reappointed for a 2 year term to June 24, 1984.
Bill Gray, Journeyman Plumber, reappointed for a 2 year term to June 24, 1984.
James M. Hall, III, Mechanical Engineer, reappointed for a 2 year term to
June 24, 1984.
Building Code Advisory Board
Jim Lytle, Electrical Contractor, reappointed for a 3 year term to June 1, 1985.
Heritage Commission
Russ Jones, appointed as City Planning Commission representative to November 2tb, 1 84.
Human Relations Commission
Jerry W. Dyck, reappointed for a 3 year term to June 7, 1985.

(8.1) Second Reading Ordinance Number 82-8902 condemning certain land for
Crawford Street Improvements. (Ordinance was introduced for first reading
April 5, 1982)

Moved by Commissioner Hodges, seconded by Commissioner Burgess that
Ordinance Number 82-8902, ordering the condemnation and appropriation for certain
land in Saline County, Kansas, for making improvements to Crawford Street, all as
authorized by K.S.A. 13-1023, and amendments thereto, and pursuant to the Eminent
Domain Procedure Act, K.S.A. Chapter 26, and amendments thereto, as the same
relates to condemnation by cities and further pursuant to Resolution Number
82-3582 of the City of Salina, Kansas, be adopted. Aye: Burgess, Hodges, Roth,
Duckers (4). Nay: (0). Commissioner Graves absent: Motion adopted.
(8.2) First Reading Ordinance Number 82-8917, authorizing the issuance of
$600,000 Industrial Revenue Bonds for Larson Building Center, Inc.

Moved by Commissioner Burgess, seconded by Commissioner Roth that
Ordinance Number 82-8917, authorizing the City of Salina, Kansas, to purchase
and acquire certain real estate located within the corporate limits of the City
and to construct on said real estate certain buildings and improvements and to
purchase machinery and equipment to be leased to Larson Building Center, Inc., of
Salina, Kansas; authorizing and directing the issuance of $600,000 principal
amount of Salina, Kansas, Larson Building Center, Inc. Revenue Bonds of 1982 of
said City for the purpose of providing funds for the purchase and acquisition of
the real estate and for the purchase of machinery and equipment to be used for
commercial facilities to be leased to Larson Building Center, Inc.; and prescribin
the form and authorizing the execution of a lease between the City and Larson
Building Center, Inc., be introduced for first reading. Aye: (4). Nay: (0).
