Nye, City Manager Absent: None None CITIZEN FORUM AWARDS - PROCLAMATIONS (4.1) Mayor Duckers and Ed Pogue, Vice President of the Planters Bank & Trust Company, presented the Planters' Good Citizenship Award for 1982 to Mrs. Judy Curran, Rev. George Knight, and Carol and Fred D'Albini. None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME CONSENT AGENDA (6.1) Approve the minutes of the Regular Meeting June 21, 1982. (6.2) Cereal malt beverage license application filed by Lillie Mae Barnes, d/b/a Ms. D's, 646 North Fifth Street. (8.3) First Reading Ordinance Number 82-8915 - pertainining to operating a vehicle while under the influence of liquor or drugs; providing for chemical test to determine alcoholic content of the operator's blood, breath, urine or saliva; providing for evidence of intoxication and presumptions; and providing for penalti for violations of any of the provisions of said ordinance; amending Sec. 22-67 to 22-75, inclusive, of the Salina Code and repealing the existing sections. 82-114 Moved by Commissioner Burgess, seconded by Commissioner Graves, that Ordinance Number 82-8915, pertaining to operating a vehicle while under the influence of liquor or drugs; providing for chemical test to determine alcoholic content of the operator's blood, breath, urine or saliva; providing for evidence of intoxication and presumptions; and providing for penalties for violations of any of the provisions of said ordinance; amending Sec. 22-67 to 22-75, inclusive, of the Salina Code and repealing the existing sections, be introduced for first reading. (8.4) First Reading Ordinance Number 82-8916 - prohibiting the sale and/or consumption of cereal malt beverages at certain times and places; amending Section 6-48 of the Salina Code and repealing the existing Section. 82-115 Moved by Commissioner Roth, seconded by Commissioner Hodges that Ordinance Number 82-8916, prohibiting the sale and/or consumption of cereal malt beverages at certain times and places; amending Section 6-48 of the Salina Code and repealing the existing section, be introduced for first reading. Reverand George Knight said opening our parks up to all kinds of people, we'll have trouble like Wichita had a few years ago. Bill Lepping, 2604 Roach, and E. C. Parnell, #6 N. Eastborough, are against consumption of beer in the parks on Sunday. Mayor Duckers called for a vote on Commission Action 82-115: Aye: (5) Nay: (0). Motion adopted. (8.5) Request from All -Vets, Inc., Max R. Harz, President, for permission to operate a taxicab company with a maximun of 15 taxicabs, limousines, pool cabs and/or executive tour cars. Max Harz, explained what they have proposed for their business and that they would like to start July 1, 1982. 82-116 Moved by Commissioner Graves, seconded by Commissioner Roth, that All - Vets, Inc., be allowed to do business in the City. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS 82-117 Moved by Commissioner Burgess, seconded by Commissioner Roth that the City Commission recessed into executive session to consider a personnel matter. Aye: (5). Nay: (0).
