06-21-1982 Minutes52 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS JUNE 21, 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, June 21, 1982, at four o'clock p.m. There were present: Commissioner John F. Burgess, Vice -Chairman presiding Commissioner Merle A. Hodges Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Mayor, Keith G. Duckers CITIZEN FORUM Don McConnell, 661 South Fourth Street, stated that the railroad needed to dedicate to the City the area west of the railroad tracks between Prescott and Crawford for a street. This would make the intersection of Crawford and Fourth Streets a lot safer. Mike Metro, 300 Lamar, objected to the "No Parking" on the east side of Fourth Street and the two-way traffic on each side. He was told the City was not doing either one of these things at this time. George Toland, 908 Highland, doesn't like the traffic pattern on Ninth Street. "It puts a lot of traffic on Highland. You need to study this Fourth Street more. You make decisions too quick, you need to listen more." None None AWARDS -PROCLAMATIONS PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME CONSENT AGENDA (6.1) Approve the minutes of the Regular Meeting June 14, 1982. (6.2) Cereal Malt Beverage license application filed by Z Nite Owl. 82-106 Moved by Commissioner Graves, seconded by Commissioner Hodges that 11 all items on the agenda be approved. Aye: (4). Nay: (0). Motion adopted. c DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 82-8914, providing for the amendment of sections 36-1301(38) and 36-1301(72) of the Salina Code, and repealing the existing sections. [Application 82-5 filed by Salina -Saline County Joint Board of Health] 53 82-107 Moved by Commissioner Roth, seconded by Commissioner Hodges that Ordinance Number 82-8914, providing for the amendment of sections 36-1301(38) and 36-1301(72) of the Salina Code, and repealing the existing sections, be adopted. Aye: Burgess, Graves, Hodges, Roth (4). Nay: (0). Motion adopted. (8.2) Resolution Number 82-3593, authorizing the closing of certain street crossings over the Union Pacific Railroad tracks in the City of Salina, Kansas. 82-108 Moved by Commissioner Hodges, seconded by Commissioner Graves that Resolution Number 82-3593, authorizing the closing of certain street crossings over the Union Pacific Railroad tracks in the City of Salina, Kansas be adopted, and ommitting the Raymond Street crossing from the resolution. Mr. Boswell, of the Union Pacific Railroad, was asked why they needed to close or signalize all of the crossings. He told them it was dangerous to signalize some crossings and not all of them. Acting Mayor Burgess called for a vote on the resolution. Aye: Burgess, Graves, Hodges, Roth (4). Nay: (0). Motion adopted. (8.3) Petition Number 3834, filed by Patrik Neustrom, Attorney, requesting an amendment to the Section 18-13, of the Salina Code relating to storage regulations. [Auto Salvage and Junk Yards] 82-109 Moved by Commissioner Petition Number 3834, requesting Salina Code relating to storage recommendation. Aye: Burgess, adopted. None Graves, seconded by Commissioner Hodges that an amendment to the Section 18-13, of the regulations be referred to staff for a Graves, Hodges, Roth (4). Nay: (0). Motion OTHER BUSINESS ADJOURNMENT 82-110 Moved by Commissioner Roth, seconded by Commissioner Graves that the Regular Meeting of the Board of Commissioners be adjourned. Aye: (5)• Nay: (0).
